During the 2021-2025 period, the patriotic emulation movement in Ho Chi Minh City has continuously developed in both breadth and depth, becoming an important driving force contributing to the completion of socio-economic development goals. Many movements have been enthusiastically responded to by the people, bringing practical results, spreading the spirit of patriotism and the desire to contribute.
In many areas of social life, the city has had many creative and effective emulation models, which have been replicated in many other localities. Major campaigns and movements launched by the Central Government, ministries and branches have all been implemented systematically, bringing positive results.
In the period 2025-2030, Ho Chi Minh City will enter a new period of development with a larger scale, more potential, but also facing greater challenges. The patriotic emulation movement is identified as a driving force to arouse the spirit of solidarity, creativity, responsibility and aspiration to rise up in the whole society.
The city has set five key goals: Building a clean and strong Party and political system; promoting the tradition of solidarity and friendship; mobilizing all resources to promote science, technology, innovation and digital transformation; aiming to become a civilized and modern urban area by 2030, a leading innovation center in Southeast Asia; at the same time, improving people's lives, ensuring social security, building a green, safe and livable city.

To achieve the goal, the city has proposed many synchronous solutions: Strengthening the leadership role of Party committees at all levels, linking emulation results with the responsibility of leaders; innovating the growth model, re-architecting the development space in the direction of multipolarity - integration - hyper-connectivity; mobilizing key and central investment resources; enhancing the effectiveness of state management, improving PCI, PAR Index, PAPI, DTI; tightening administrative discipline, ensuring transparency and efficiency.
Emulation movements are oriented towards breakthrough programs and key projects such as building an international financial center, developing smart, green, sustainable cities, promoting digital transformation in public administration, caring for and improving the quality of life of the people.
According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, the city is entering a new stage of development with a larger scale, more potential but also facing greater challenges. Therefore, the patriotic emulation movement needs to continue to innovate and create, becoming a strong source of inspiration to bring the Resolution of the 1st Ho Chi Minh City Party Congress into real life.

Chairman Nguyen Van Duoc suggested that in the next 5 years, emulation movements must focus on building a clean and strong Party organization and political system; perfecting a streamlined and effective political apparatus model; and at the same time building a team of "intelligent, courageous, dedicated, honest, innovative" cadres, wholeheartedly serving the people.
The city needs to mobilize all resources, effectively exploit potentials and advantages, strongly develop science and technology, innovation, and digital transformation to promote rapid and sustainable socio-economic development. The goal is clearly defined: By 2030, Ho Chi Minh City will be in the top 100 livable global cities, with the world's leading innovation ecosystem and high income; by 2045, it will become an international megacity of Southeast Asia, in the top 100 best cities in the world.
The patriotic emulation movement must be closely linked to the responsibility of the leader and the actual results of each locality and unit. In addition, it is necessary to innovate the growth model, restructure the economy in the direction of taking science and technology as the main driving force, promote the model of "3 regions - 1 special zone - 3 corridors - 5 pillars" to create new breakthroughs for the city.
