During the period 2021-2025, the patriotic emulation movement in Ho Chi Minh City continuously developed in both breadth and depth, becoming an important driving force contributing to the achievement of socio-economic development goals. Many movements were enthusiastically embraced by the people, yielding practical results and spreading the spirit of patriotism and the aspiration to contribute.

In many areas of social life, the city has developed numerous innovative and effective emulation models, which have been replicated in many other localities. Major campaigns and movements launched by the Central Government, ministries, and sectors have been implemented systematically, yielding positive results.

During the period 2025-2030, Ho Chi Minh City will enter a new era of development on a larger scale, with greater potential, but also facing greater challenges. The patriotic emulation movement is identified as the driving force to awaken the spirit of solidarity, creativity, responsibility, and aspiration for progress throughout society.

The city has set five key objectives: building a clean and strong Party organization and political system; promoting the tradition of solidarity and compassion; mobilizing all resources to promote science, technology, innovation, and digital transformation; aiming to become a civilized, modern city and a leading innovation center in Southeast Asia by 2030; and simultaneously improving the lives of the people, ensuring social security, and building a green, safe, and livable city.

To achieve its goals, the city has implemented a series of comprehensive solutions: strengthening the leadership role of Party committees at all levels, linking emulation results with the responsibility of the head of each agency; innovating the growth model, restructuring the development space towards a multi-polar, integrated, and hyper-connected direction; mobilizing investment resources in key areas; improving the effectiveness of state management, improving PCI, PAR Index, PAPI, and DTI indicators; tightening administrative discipline, ensuring transparency and efficiency.

The emulation movements are oriented towards breakthrough programs and key projects such as building an international financial center, developing smart, green, and sustainable cities, promoting digital transformation in public administration, and caring for and improving the quality of life of the people.

According to the Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, the city is entering a new phase of development with a larger scale and greater potential, but also facing greater challenges. Therefore, the patriotic emulation movement needs to continue to innovate and create, becoming a powerful source of inspiration to put the Resolution of the First Congress of the Ho Chi Minh City Party Committee into practice.

Chairman Nguyen Van Duoc proposed that over the next five years, emulation movements should focus on building a clean and strong Party organization and political system; perfecting a streamlined and efficient political apparatus; and simultaneously building a team of cadres who are "intelligent, courageous, dedicated, honest, and innovative," wholeheartedly serving the people.

The city needs to mobilize all resources, effectively exploit its potential and advantages, and vigorously develop science and technology, innovation, and digital transformation to promote rapid and sustainable socio-economic development. The clearly defined goals are: By 2030, Ho Chi Minh City will be among the top 100 most livable global cities, possessing a leading innovation ecosystem and high income; and by 2045, becoming an international megacity of Southeast Asia, among the top 100 best cities in the world.

The patriotic emulation movement must be closely linked to the responsibility of leaders and the tangible results of each locality and unit. In addition, it is necessary to innovate the growth model, restructure the economy towards using science and technology as the main driving force, and promote the "3 regions - 1 special zone - 3 corridors - 5 pillars" model to create new breakthroughs for the city.
