The Ministry of Ethnic Minorities and Religions requires units to implement digital transformation according to the '6 clear principles', linking responsibility to specific progress and deliverables.

Digital transformation is not the responsibility of a single unit.

On May 25th, at the headquarters of the Ministry of Ethnic Minorities and Religions , Deputy Minister Nguyen Hai Trung continued to chair a meeting to review the progress and results of the implementation of information technology tasks, digital transformation, innovation, and Project 06 of the Ministry.

At the meeting, in addition to reporting on the progress of task implementation, representatives from various departments and units also proposed several measures to overcome difficulties in the implementation of information technology and digital transformation tasks. Among these, many suggested the need to quickly finalize the coordination mechanism between specialized units and technology, finance, and legal units to shorten the time required for investment procedures, appraisal, and project approval.

Several units have requested the Ministry to focus on strengthening the workforce with expertise in data, information technology, and artificial intelligence; and to organize training courses to enhance digital skills for officials and employees to meet the requirements of task implementation in the new phase.

The opinions also suggested the need for unified guidelines on building, standardizing, connecting, and sharing data between systems; accelerating the completion of shared digital infrastructure; ensuring information security; and strengthening technical support for units in the process of implementing large-scale digital transformation tasks.

Regarding the tasks of building specialized databases, many units believe that close coordination with localities is necessary to review, standardize, and update data in a way that is "accurate, complete, clean, and relevant," creating a foundation for management, direction, and exploitation of shared data throughout the Ministry.

The delegates also mentioned existing problems such as the dispersion of specialized data; the lack of synchronization in standardizing, cleaning, connecting, and sharing data; and the slow progress in building some specialized databases. Some tasks are still in the research and proposal development stage, without yet producing concrete products.

Concluding the meeting, Deputy Minister of Ethnic Minorities and Religion Nguyen Hai Trung acknowledged the proactive spirit and efforts of the departments and units in implementing information technology and digital transformation tasks in the past period. However, the Deputy Minister also frankly pointed out that many assigned tasks have been implemented slowly; some units have not yet developed detailed plans, clearly defined outputs, timelines, responsibilities, and resources for implementation.

The Deputy Minister emphasized that the major bottleneck today lies not only in mechanisms, resources, or technological infrastructure, but first and foremost in awareness. Digital transformation is not solely the responsibility of the Center for Digital Transformation, but a shared responsibility of all departments and units. Each unit must proactively define its digital transformation tasks in conjunction with its professional functions and responsibilities; and from there, develop a specific, systematic, and practical implementation plan.

The task implementation requirements must follow the "6 clear principles".

According to Deputy Minister of Ethnic Minorities and Religion Nguyen Hai Trung, a correct understanding of digital transformation will lead to appropriate approaches to overcome difficulties, obstacles, and bottlenecks in the implementation process. Digital transformation is not simply about investing in technology or software, but about changing management thinking, operating methods, and the way tasks are organized and carried out. Therefore, the heads of departments and units must directly supervise, directly monitor the progress of implementation, and bear full responsibility for the assigned tasks.

The Deputy Minister of Ethnic Minorities and Religions requested that units urgently develop overall and detailed plans for each task according to the "six clear principles": clear person, clear task, clear product, clear progress, clear responsibility, and clear resources. Each task must clearly define the work item, completion deadline, and specific person responsible; and a system of regular progress reporting must be implemented to promptly address any arising difficulties.

Regarding key tasks such as building databases on ethnicity and religion, upgrading the administrative procedure information system, and developing an AI-integrated document management system, Deputy Minister Nguyen Hai Trung requested that units focus resources and coordinate closely to ensure timely implementation. In particular, special attention should be paid to ensuring that data is "accurate, complete, clean, and active," capable of connectivity, sharing, and common use, creating a foundation for management and operational guidance in the digital environment.

Emphasizing the need for timely progress in the coming period, Deputy Minister Nguyen Hai Trung requested that heads of departments and units make specific commitments regarding the results of implementing assigned digital transformation tasks; considering this as one of the important criteria for evaluating the level of task completion by collectives and individuals. At the same time, units need to proactively propose tasks, complete dossiers and procedures, and coordinate closely with the Planning and Finance Department to ensure investment and disbursement progress according to regulations.
