Ho Chi Minh City: Promoting social housing development, ensuring social security for people

The Ho Chi Minh City People's Committee is focusing on removing obstacles and speeding up the progress of social housing projects, aiming to complete the target of 199,400 units, contributing to ensuring social security and stabilizing the real estate market.

According to the Department of Construction of Ho Chi Minh City, to achieve the target of developing 199,400 social housing units by 2030, the City People's Committee has chaired many thematic meetings with departments, branches and People's Committees of districts to remove difficulties and speed up project implementation. Up to now, the city has resolved 48 projects with 185 times of removing obstacles, creating positive changes in the field of social housing development.

Through review, the arrangement of 20% land fund in commercial housing projects and urban areas for social housing development is being implemented synchronously in the area.

Currently, Ho Chi Minh City has 72 commercial housing projects and urban areas with 20% of their land reserved for social housing development, with 408 hectares of construction land, expected to contain about 115,800 apartments.

Regarding the implementation results in 2025, the city has completed 2 social housing projects with a total of 1,554 apartments, including: Cat Lai Ward Workers' Accommodation Project (672 apartments) and Tan Dong Hiep Social Housing Project (882 apartments).

In addition, there are 3 projects that have started construction with a scale of 2,009 units, 13 projects under construction with a scale of 14,584 units, of which it is expected that by the end of 2025, 7 projects will be completed (5,222 units), 3 projects will have completed the rough construction (4,110 units) and 4 projects will have completed the foundation, eligible for sale, lease or lease-purchase (4,730 units).

The city also has 26 projects approved for investment, equivalent to 24,600 apartments, and is completing legal procedures to begin construction in the next phase.

The representative of the Department of Construction said that some major problems in the implementation of social housing projects currently focus on the following contents: Conditions on land use rights of investors when approving investment policies and simultaneously assigning investors; Construction investment procedures; Determining compensation costs, site clearance, technical infrastructure investment costs and the allocation of these costs when the State recovers or investors hand over land funds. In addition, the implementation of social housing obligations of enterprises also needs to be guided more specifically to avoid delays.

Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong affirmed that the social housing policy mechanism has been and is being implemented. The city will promote decentralization and delegation of power, continue to implement key solutions to develop social housing, and commit to completing the target of 13,040 units in the 2025-2030 period. This is not only the city's key task but also a solution to ensure people's right to housing, contributing to stabilizing the real estate market.

City leaders emphasized that they will minimize administrative procedures and create favorable conditions for businesses to participate in social housing investment, thereby contributing to the Government 's project of 1 million social housing units.

Appreciating the initial results of Ho Chi Minh City, Deputy Minister of Construction Nguyen Van Sinh commented that after the merger, the city has great potential for socio-economic development, being the locomotive of the whole country. Therefore, the highest social housing target nationwide shows the Government's concern for social security and housing needs for workers.

The Deputy Minister of Construction suggested that Ho Chi Minh City focus on promoting progress in the last 3 months of 2025, assigning specific tasks, strengthening inspection, urging and removing obstacles for investors. The city needs to review and adjust land fund planning to ensure enough locations for social housing construction after the merger; at the same time, pay attention to housing for armed forces and workers in export processing zones - industrial parks.

At the same time, it is necessary to publicize information so that people can register to buy houses for the right subjects, avoid taking advantage of policies, help social housing policies truly come into life, and contribute to stabilizing and developing the economy and society.
