Mong Cai City: Upgrading 3 communes to wards.

The communes of Hai Xuan, Hai Tien, and Hai Dong are on track to meet the criteria for becoming wards by 2025, contributing to the goal of urban expansion and improving the quality of life for the city's residents.

Hai Tien commune (Mong Cai city) is investing in cultural and sports facilities to serve the needs of its people.

According to preliminary survey results from the city, Hai Xuan commune has completed all 15/15 criteria for establishing a ward; Hai Dong commune has achieved 10/15 criteria, and Hai Tien commune has achieved 8/15 criteria. This is the result of the determination and efforts to overcome difficulties and leverage the internal resources of the three rural communes, especially focusing on solutions to complete the annual socio -economic development tasks through action programs that are appropriate to the reality, linked to the direction of higher levels on gradually transforming the economic structure, mobilizing resources for upgrading infrastructure, and educating the people to build a new cultural life...

The infrastructure of Hai Xuan commune (Mong Cai City) is being planned and invested in step by step to become modern.

In Hai Xuan commune, many resources have been effectively mobilized and implemented for infrastructure development, economic development models, and improving people's lives. All 13 villages in the commune have achieved New Rural Area standards, with 13 model roads, 20 model gardens, a wastewater collection and treatment system for residential areas, and 3 schools meeting national standards. Livestock farming and aquaculture are strengths; although the total amount of solid waste generated averages 975,300 tons per month, the commune still ensures 100% collection and treatment according to regulations. Hai Xuan is a shining example in developing several effective economic models that integrate multiple values ​​(economy, culture, environment); the commune no longer has poor households according to the province's multidimensional poverty criteria, and the average income currently reaches nearly 86 million VND per person per year.

The Party Committee and the local government of Hai Dong commune have focused on directing economic development and sustainable poverty reduction through various comprehensive solutions. Appropriate production linkage models, labor training, and targeted job creation have contributed to raising the average income of the commune to nearly 69 million VND/person/year. Hai Dong currently has no poor households according to the province's multidimensional poverty criteria. The quality of life for the people has improved thanks to the focus on planning and infrastructure investment.

From the beginning of 2024 until now, Hai Dong commune has intensified efforts to beautify residential areas, creating a new, spacious, bright, green, clean, and beautiful appearance, while promoting the leading role of the people. At the same time, it has strictly managed land use, accelerated the process of issuing new and renewed land use right certificates, ensuring that people can settle down and prosper with peace of mind. Several challenging criteria have been completed by the commune, such as: the rate of household solid waste collection reaching over 90%; and the system of school buildings, health stations, public sports fields, and local markets all meeting standards in terms of area, scale, and operation.

To unleash the potential from the grassroots level and achieve the goal of transforming three communes into wards by 2025 according to the planned schedule, Mong Cai City is focusing on allocating resources and providing close guidance and direction. Priority is given to infrastructure development, standardizing the staff, and improving the lives of the people. Hai Xuan is currently maintaining, consolidating, and comprehensively improving the quality of the 15 criteria already met, ensuring compliance with the ward establishment plan submitted to the province for approval. Hai Dong and Hai Tien are focusing on reviewing and ensuring the completion of urban criteria at the ward level, concentrating on areas that have not yet been met, such as budget balance, urban beautification, lighting systems, green spaces, environmental sanitation, clean water usage rates, and especially the issuance of land use right certificates to households in accordance with the city's policies and directives.

The upgrading of three communes to wards by 2025 will contribute to the city's completion of its urban expansion plan, aiming to build a city worthy of becoming a key commercial, tourism, and seaport service center of the province, in accordance with the spirit of Resolution XXIV of the City Party Congress.
