On the morning of September 13th, a delegation from the Ministry of Education and Training, led by Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), held a working session with the Ho Chi Minh City People's Committee regarding the recognition of achieving universal education standards and eradicating illiteracy.
During the meeting, the Director of the Department of Secondary Education stated that the working group had conducted on-site inspections in Thu Duc City and 21 districts.
In each district and Thu Duc City, the inspection team worked with the local steering committee for universal education and illiteracy eradication, reviewed documents, and conducted on-site inspections at two wards, communes, towns, secondary schools, and households in the area.
Previously, as of December 2023, the indicators in the report showed that Ho Chi Minh City had achieved level 3 in universal primary education, level 3 in universal lower secondary education, and level 2 in literacy eradication.
To prepare for the accreditation process, the Ministry of Education and Training organized three field surveys in districts and Thu Duc City. The results of these surveys showed that, regarding universal primary education, the enrollment rate of 6-year-old children in grade 1 reached 100%; over 98% of 11-year-old children completed the primary education program; 99.4% of children up to 14 years old completed the primary education program; and 1,837 children with disabilities capable of learning had access to education, achieving a 100% rate.
Regarding universal secondary education, 99.9% of primary school students completed the 6th grade; 99.8% of 9th grade students graduated from secondary school or continuing education programs; 98.3% of young people aged 15-18 graduated from secondary school; 96.6% of young people aged 15-18 are currently studying in general education or continuing education programs; and nearly 1,500 young people with disabilities (aged 11-18) have access to education, reaching 100%.
Specifically regarding literacy programs, the city has achieved a literacy rate of over 99.6% among people aged 15-60, meeting the standards for Level 2 literacy certification.
According to Ms. Le Thi Hang, Deputy Director of the Department of Continuing Education (Ministry of Education and Training), Ho Chi Minh City has directed the coordination of learning promotion activities and participation in literacy education by continuing education and vocational training centers.
According to statistics, a total of over 2,000 people were mobilized to participate in literacy programs. The literacy rate in Ho Chi Minh City is higher than the national average (97.37%), and also exceeds the target set by the Government Resolution.
Acknowledging the achievements made, Vice Chairman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy requested the Ho Chi Minh City Department of Education and Training, the city-level permanent agency for universal education and literacy eradication, to continue improving and conducting re-evaluations to maintain the achieved results.
The Vice Chairman of the Ho Chi Minh City People's Committee affirmed that the results of universal education and literacy eradication in the city are the result of the joint efforts of the government and people of Ho Chi Minh City.
