On January 3rd, the Ho Chi Minh City Department of Education and Training issued a document on the implementation of Resolution No. 36/2023/NQ-HĐND (dated December 8, 2023) of the Ho Chi Minh City People's Council on guiding the collection and use of tuition fees for the 2023-2024 school year for educational institutions in the city.
Accordingly, for the 2023-2024 school year, educational institutions in Ho Chi Minh City will apply tuition fees as stipulated in Clause 2, Article 2 of Resolution No. 16/2022/NQ-HĐND (dated October 11, 2022) of the Ho Chi Minh City People's Council on tuition fees for public preschool and general education for the 2022-2023 school year and subsequent school years in Ho Chi Minh City, in accordance with Government Decree No. 81/2021/NĐ-CP (dated August 27, 2021).
In addition, during this school year, the city is implementing a special policy to support tuition fees according to Resolution No. 36/2023/NQ-HĐND (dated December 8, 2023) of the Ho Chi Minh City People's Council on the special policy to support tuition fees for preschool children, public and private primary and secondary school students, and continuing education students in Ho Chi Minh City for the 2023-2024 school year.
Specifically, the tuition fees applied to each educational level are as follows:
Group 1 includes students in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan.
Group 2 includes students from the districts of Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio.
In implementing the special policy to support tuition fees, the following support levels are applied to different educational levels:
The Ho Chi Minh City Department of Education and Training notes that the tuition fee for online learning is 50% of the tuition fee for in-person classes. The tuition fee is rounded to the nearest thousand dong.
Public educational institutions that have temporarily collected tuition fees will reimburse students according to the tuition fee rates for junior high schools as stipulated in Resolution No. 28/2021/NQ-HĐND of the Ho Chi Minh City People's Council, in two levels: Group 1 at 60,000 VND/student/month and Group 2 at 30,000 VND/student/month. The reimbursement deadline is before January 31, 2024.
In addition, for students who have transferred schools, educational institutions are responsible for paying tuition fee support to students in accordance with the Resolution, based on the number of months they actually studied at the school.
For non-public educational institutions, a one-time support payment will be provided based on the number of months of actual schooling at the end of the 2023-2024 school year, according to the support level for students stipulated in Resolution No. 36.
