Accordingly, the city will calculate electricity and water prices for tenants according to the electricity and water prices issued by the State. Tenants will be applied the retail price of household electricity at level 3 (VND 2,271/kWh) for the entire electricity output measured at the landlord's electricity meter. In addition, the city also requires wards and communes to regularly inspect landlords on the calculation of electricity prices for tenants, ensuring that they are calculated correctly according to the prescribed price, and that no additional price difference is collected. This regulation will tighten the situation of landlords arbitrarily raising electricity prices and better protect the rights of tenants.
According to Decision 2699 issued by the Ministry of Industry and Trade in October 2024, the retail price of household electricity in Ho Chi Minh City is currently divided into 6 levels, of which the lowest (level 1) is 1,893 VND/kWh and the highest (level 6) is 3,302 VND/kWh. The electricity price for business activities, applied to small and medium-sized enterprises using voltage below 6kW, ranges from 1,830-5,174 VND/kWh. In fact, in recent years, the electricity and water prices for rental accommodation have been regulated quite clearly, but most tenants still suffer because landlords do not apply these regulations. In Ho Chi Minh City, most tenants are paying 4,000-5,000 VND for electricity per kWh.
