The Ho Chi Minh City Department of Natural Resources and Environment has recently sent a document to the People's Committees of districts, counties, Thu Duc City, and the City's Land Registration Office regarding the handling of applications for unauthorized land use conversion, unauthorized land subdivision, and handwritten land transfer documents.
Accordingly, the City Land Registration Office is tasked with directing its district and county land registration office branches in Thu Duc City to coordinate with the Department of Natural Resources and Environment, the Department of Urban Management, and the People's Committees at the commune level to determine the conditions for granting land use certificates for cases involving informal land sales agreements, based on the actual situation.
In addition, the units also need to proactively plan for reviewing and classifying files, as well as the timeline and steps for implementation.
The Department also requested the People's Committees of districts, counties, and Thu Duc City to base their actions on the local situation to develop a coordination mechanism among agencies and units in reviewing dossiers, handling violations, and providing opinions on planning, limits, and infrastructure conditions when considering granting land use rights certificates for cases involving informal land sales agreements.
At the same time, the People's Committees of wards, communes, and towns need to have a plan to widely publicize information and disseminate it, requiring people to declare and register according to regulations.

The above guidance from the Department of Natural Resources and Environment was issued following a directive from the Ho Chi Minh City People's Committee (October 18) to expedite the issuance of certificates, including for cases involving land and houses bought and sold with handwritten agreements.
The City People's Committee noted the need to classify different types of documents, determine the processing time, and establish a coordination mechanism among agencies and units in handling related issues.
At the same time, infrastructure and planning conditions must also be ensured, preventing illegal land subdivision, unauthorized construction, and other violations of regulations.
At the Ho Chi Minh City socio -economic press conference at the end of October, Mr. Pham Duy Han, Deputy Head of the Land Registration Department, Ho Chi Minh City Department of Natural Resources and Environment, stated that the issuance of land use certificates will only be carried out after the competent authority has handled land violations (for example, imposing fines if any).
