On the morning of August 17th, the Standing Committee of the Ho Chi Minh City People's Council, in coordination with the Ho Chi Minh City People's Voice Radio Station, organized a dialogue with the city government on the theme "The city is ready for the new school year 2024-2025".
Opening the dialogue, Mr. Cao Thanh Binh, Head of the Culture and Social Affairs Committee (Ho Chi Minh City People's Council), stated that in the 2024-2025 school year, alongside advantages such as the gradual recovery and stabilization of the socio -economic situation and breakthroughs in the city's education programs, the entire sector still faces many difficulties, including the school system and facilities for the new general education program; and the teaching staff not meeting the requirements…
This reality necessitates more thorough preparation by the education sector for the new school year.
Sharing his views on educational goals and directions for the upcoming school year, the Director of the Ho Chi Minh City Department of Education and Training, Nguyen Van Hieu, expressed that the education sector will continue to build upon the achievements of the previous school year while focusing on overcoming existing shortcomings and limitations.
In addition, the education sector will accelerate digital transformation throughout the entire sector, pilot digital school records at the primary school level, implement innovative teaching methods and student assessment, and complete the reform roadmap according to the 2018 General Education Program.
In particular, schools focus on improving the quality of moral education, lifestyle, creative abilities, and practical skills for students, meeting the needs for developing learners' abilities and talents.
"For the 2024-2025 school year, it is projected that the entire city will have an additional 24,097 students. To meet the demand for school places, the city will put into operation 23 projects with 476 new classrooms, ensuring that 100% of children living in the area have sufficient school places," said the Director of the Ho Chi Minh City Department of Education and Training.
Currently, the Ho Chi Minh City Department of Education and Training has organized the first recruitment round for public employees in 2024 and delegated recruitment to 29 affiliated public service units. Specifically, Thu Duc City and 21 districts and counties, based on the actual recruitment needs of their respective public service units, have plans to recruit teachers and staff to supplement and stabilize personnel for the new school year.
Regarding public concerns about whether school canteens and parking lots will cease operation, Ms. Dao Thi My Thu, Vice Chairman of the Go Vap District People's Committee, informed that, according to the latest directive from the Ho Chi Minh City People's Committee, schools will continue to operate canteens and parking lots to serve their activities.
Recently, the Ho Chi Minh City People's Committee approved the policy for Go Vap district to develop a pilot project authorizing the District People's Committee to approve projects for the use of public assets for business and leasing purposes by public non-profit organizations.
In late July 2024, the Ho Chi Minh City People's Committee established a Council to evaluate the pilot project on delegation of authority in Go Vap district. The pilot implementation is expected to help localities be more proactive in management and at the same time resolve difficulties for schools.
Regarding the implementation of the 2018 General Education Program, according to Pham Dang Khoa, Head of the Education and Training Department of District 3, the 2018 General Education Program emphasizes the development of students' qualities and competencies. Therefore, learners are provided with every opportunity to experience and learn through practice, understand and retain knowledge effectively, and apply it to real-world situations.
By the 2024-2025 school year, the program will have completed its implementation roadmap across all grade levels and educational stages.
Recently, at its 17th session, the Ho Chi Minh City People's Council, 10th term, convened and passed Resolution No. 13/2024/NQ-HĐND (dated July 16, 2024) on regulations regarding fees and fee levels, and the mechanism for managing revenue and expenditure for services supporting educational activities of public educational institutions in Ho Chi Minh City from the 2024-2025 school year. Accordingly, the new Resolution adjusts the list from 26 fees in the previous school year to 9 fees in this school year to comply with current regulations.
Currently, the Department of Education and Training is coordinating with the Department of Finance to develop guidelines on fees to ensure consistent implementation by educational institutions in the 2024-2025 school year. This will also provide parents with a basis for monitoring the implementation by educational institutions, promptly detecting and correcting any fees that are not in accordance with regulations.
