Ho Chi Minh City strengthens management of construction order and urban order.

The Ho Chi Minh City People's Committee requested the Department of Construction to provide specific guidance on urban order management to avoid overlaps and duplications with the task of managing construction order at the commune level.

On September 19, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed and issued a document conveying the direction of the Chairman of the Ho Chi Minh City People's Committee on strengthening state management in the field of construction and urban order in the area.

Accordingly, the Ho Chi Minh City People's Committee requested the Department of Construction to preside over and advise on a document requesting the Ministry of Construction to provide specific guidance on urban order management, including environmental sanitation, roadside order, etc., to avoid overlap and duplication with the task of managing construction order at the commune level.

At the same time, the Ho Chi Minh City Department of Construction coordinated with the People's Committees of communes, wards, special zones and related units to survey human resource needs and propose plans to increase the force to perform tasks at the grassroots level.

While waiting for instructions from the Ministry of Construction, the Ho Chi Minh City Department of Construction was assigned to research and propose solutions to remove difficulties and obstacles in urban order management in communes, wards and special zones; and report to the City People's Committee in September 2025.

The Department of Home Affairs of Ho Chi Minh City coordinates with the Department of Construction to advise on directions to continue implementing the management of construction order and urban order, ensuring compliance with the reality of Ho Chi Minh City and legal regulations.

The above direction aims to implement the requirements of the Ho Chi Minh City Party Committee, as well as the conclusions of the Standing Committee of the Ho Chi Minh City People's Council on issues arising in the process of implementing the two-level local government model.
