Tra Vinh improves PCI - an efficiency measure that accompanies businesses

According to the results of the announcement of the Provincial Competitiveness Index (PCI) of Tra Vinh province in 2024 on May 6, 2025 by the Vietnam Federation of Commerce and Industry (VCCI), Tra Vinh is one of two provinces in the Mekong Delta (MD) that has made remarkable improvements when continuing to increase many ranks in the period 2022 - 2024.

The index improved dramatically, increasing many ranks.

In 2024, Tra Vinh province's PCI ranked 18/63 provinces and cities nationwide and ranked 6/13 provinces and cities in the Mekong Delta, with a total score of 68.94 points, up 6 ranks and 1.48 points compared to 2023. Tra Vinh appeared in the TOP 30 of the PCI Index 2024, in which the Mekong Delta region has 7/13 localities, including the provinces of Long An, Hau Giang, Dong Thap, Can Tho, Ben Tre , Tra Vinh and Ca Mau (listed in order from high to low).

Encouragingly, through monitoring and evaluation by VCCI, Tra Vinh and Ca Mau are two provinces with remarkable improvements as they continue to increase in many ranks in the 2022-2024 period. In terms of rankings, Tra Vinh increased by 1 rank compared to 2023 (from position 7/13 to position 6/13).

Notably, all indexes increased in rank and score, including: The Competitiveness Index has 11 indicators. Tra Vinh increased by 34 ranks and 1.48 points compared to 2023 (from 38th to 4th); The Business Support Policy Index with 13 indicators, Tra Vinh increased by 43 ranks and 2.09 points compared to 2023 (from 46th to 3rd). The Labor Training Index has 11 indicators, increased by 21 ranks and 1.1 points compared to 2023 (from 46th to 25th).

Indexes increase in rank but decrease in score: Time Cost Index: 2024 reached 7.37 points, ranked 36/63, increased 9 ranks but decreased 0.2 points compared to 2023 (from 45th to 36th). This index has 14 indicators. Results announced in 2024: 4 indicators were rated good, 1 average indicator, 9 indicators were rated low and limited compared to the national median.

The group of indexes that decreased in rank but increased in score include: Market Entry Index decreased by 15 ranks and increased by 0.13 points compared to 2023 (from position 3 to position 18). Transparency Index: in 2024, it reached 6.17 points, ranked 53/63, decreased by 15 ranks and increased by 0.22 points compared to 2023 (from position 38 to position 53). This index has 17 indicators. Results announced in 2024: There are 5 indicators that are rated as good, 3 indicators that are average, 9 indicators that are rated as low and limited compared to the national median.

In addition to the indexes of increasing rank and increasing score, Tra Vinh correctly recognizes the current situation and is having directions and solutions to quickly overcome the 4 indexes of decreasing rank and decreasing score as pointed out by VCCI, including: Land Access Index: in 2024, it reached 6.58 points, ranked 33/63, down 31 ranks and down 0.78 points compared to 2023 (from position 2 to position 33). This index has 14 indicators. The results announced in 2024: there are 7 indicators assessed as good, 1 average indicator, 6 indicators assessed as low and limited compared to the national median. Informal Cost Index: in 2024, it reached 6.88 points, ranked 25/63, down 1 rank and down 0.34 points compared to 2023 (from position 24 to position 25). This index has 16 indicators. Results announced in 2024: 7 indicators were rated as good, 9 indicators were rated as low and limited compared to the national median. Provincial Government Dynamism Index: 2024 reached 5.67 points, ranked 54/63, down 24 ranks and 1.12 points compared to 2023 (from 30th to 54th). This index has 9 indicators. Results announced in 2024: 2 indicators were rated as good, 7 indicators were rated as low and limited compared to the national median. Legal Institutions and Security and Order Index: 2024 reached 6.98 points, ranked 55/63, down 54 ranks and 1.33 points compared to 2023 (from 1st to 55th). This index has 18 indicators. Results announced in 2024: 7 indicators were assessed as good, 3 indicators were average, 8 indicators were assessed as low and limited compared to the national median.

According to the representative of the Department of Agriculture and Environment, with the determination to accompany and remove difficulties for investors and businesses developing investment in the area under the direction of the leaders of Tra Vinh province and especially since the Resolution 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development, since the beginning of the year, all businesses in the area have been fully guided on procedures for land allocation, land lease, change of land use purpose, granting of certificates, access to land planning information, etc. The Department creates the most favorable conditions for businesses of all economic sectors to access land. At the same time, the Department publicizes 100% of administrative procedures under the Department's jurisdiction on the Department's electronic information page and the Provincial Public Administration Service Center.

Recognize the current situation and proactively seek solutions to improve PCI

According to the overall assessment of VCCI Vietnam, regarding the quality of provincial governance in 2024 of the whole country, including 9 common trends, including Tra Vinh province, it shows that: governance quality continues to improve. Labor quality has positive changes. Information transparency has been significantly improved. Market entry procedures are more favorable. Legal institutions and security and order continue to be maintained at a high level. The dynamism of local governments shows signs of decline. The quality of administrative procedure processing shows signs of slowing down. Difficulties in accessing land increase. Informal costs show signs of returning.

It can be seen that, according to the PCI results in 2024 of Tra Vinh province, the number of indexes that have been downgraded has decreased compared to the results in 2023 (from 7 indexes to 6 indexes), of which 5/6 component indexes have decreased by more than 10 ranks: Legal Institutions and Security Index (down 54 ranks), Land Access Index (down 31 ranks), Dynamism Index (down 24 ranks), Market Entry Index (down 15 ranks) and Transparency Index (down 15 ranks).

Tra Vinh's Business Support Policy is an index with a score and rank that has increased dramatically from 46/63 to 3rd place nationwide.

The two indices of Fair Competition and Labor Training currently have better operating results when improving their rankings by more than 20 places compared to 2023 (the Fair Competition Index increased by 34 places and the Labor Training Index increased by 21 places).

Although limited by many indicators being assessed as weak, it does not affect the results and overall ranking of the province too much because the 4 component indicators that increased the ranking of Tra Vinh province all have quite high weights, especially the Business Support Policy with a weight of 15%.

Currently, the Department of Finance of Tra Vinh province has been reviewing and listing factors affecting PCI of Tra Vinh province by comparing the scores with the median of each indicator announced by VCCI Vietnam, sending them to the units assigned to preside over 10 component indicators to analyze and develop a plan to overcome them in the coming time.

At the conference to review the implementation of socio-economic development tasks in May 2025, Chairman of Tra Vinh Provincial People's Committee Le Van Han, Head of the Steering Committee on science and technology development, innovation, digital transformation, competitiveness; administrative reform and Project 06 of Tra Vinh province acknowledged and highly appreciated the encouraging results in improving the PCI Index of Tra Vinh province last year of departments, branches and localities of Tra Vinh province, in the context of many fluctuations and challenges of the domestic and foreign economy, more or less affecting the development of enterprises in the area.

The head of the Tra Vinh provincial government directed agencies, units and localities to focus on analyzing and accurately assessing the current situation and causes based on their assigned functions and tasks in order to promote strengths and positive points, gradually limit weaknesses and negative points - especially quickly overcoming the 4 downgraded and reduced score indicators pointed out by VCCI. Focus on proactively building and closely following the plan, finding solutions to improve the rankings of component indicators to overcome the limitations in 2024, continue to improve and enhance the PCI Index of Tra Vinh province in 2025. This is also the province's measure of its determination to accompany the development of businesses in Tra Vinh province.
