(MPI) - At the Vietnam - Laos Investment Cooperation Conference 2025 organized by the Vietnamese Ministry of Planning and Investment in coordination with the Lao Ministry of Planning and Investment on the afternoon of January 9, 2025, in Vientiane, Laos, Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone witnessed agencies and partners of the two countries handing over licenses, documents, and cooperation agreements to implement projects.

Previously, the Conference listened to Vietnamese Minister of Planning and Investment Nguyen Chi Dung, Chairman of the Vietnam - Laos Cooperation Committee, speaking on the assessment of the Vietnam - Laos investment cooperation situation and orientation for 2025; Lao Minister of Planning and Investment Phet Phomphiphak, Chairman of the Laos - Vietnam Cooperation Committee, speaking on the environment and investment attraction policies of Laos.

Next, representatives of the business communities of the two countries reported on the situation of operations; difficulties, obstacles and proposals and recommendations to enhance cooperation and investment capabilities, especially the investment orientation of Vietnamese enterprises in Laos in the coming time. The two Prime Ministers of Vietnam and Laos gave important speeches, presenting messages on the orientation of Vietnam - Laos investment cooperation. The opinions expressed that investment cooperation has had positive changes, many difficulties and obstacles have been promptly resolved, and investment and trade promotion, guidance, inspection and supervision have been promoted.

The year 2024 will also mark the efforts of the Governments and ministries and branches of the two countries in focusing on removing barriers in mechanisms and policies to implement a number of large-scale investment projects.

With the high political determination of the two Parties, two Governments and two Prime Ministers to create a breakthrough in economic cooperation, more effective trade investment between the two countries, large corporations and enterprises with experience in investment proposed new ideas to soon realize potential projects in investment cooperation between the two countries.

At the Conference, Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone witnessed the Investment Certificate/Investment Agreement Awarding Ceremony. Accordingly, the Vietnamese side awarded the adjusted Overseas Investment Registration Certificate to SDVIC Wind Power Joint Stock Company for the Savan1 Wind Power Plant Project; to Vietnam Dairy Products Joint Stock Company for the Dairy Farm Complex Project in Laos; to the Military Commercial Joint Stock Bank (MCB) for the MB Lao Bank Project.

Laos awarded the Contract Appendix to Viet Phuong Investment Group Joint Stock Company with the Bauxite Mining Project and Construction of an Alumina Processing Plant in Laos; awarded the Contract to develop 05 small irrigation projects in Ka Lum District, Sekong Province to Viet Phuong Group; awarded the Concession Contract for the Savan1 Wind Power Plant Project; awarded the Construction License to the Chemical Group with the Kali Salt Mining and Processing Project.

Also at the Conference, the Ceremony of awarding Cooperation Agreements between the parties took place, including: Contract between Sovico Group and Transport Design Consulting Corporation to award Contract on Consulting Survey, Master Planning of the Project on Development of Airport System in Lao PDR for the period up to 2030, vision to 2050 for the Lao Ministry of Transport and Public Works; Memorandum of Understanding between Vietnam Airlines and Lao Airlines on strengthening and expanding bilateral cooperation; Agreement on capital arrangement for the Savan 1 wind power plant project between Savan 1 Wind Power Company Limited and Military Commercial Joint Stock Bank (MB); Agreement on capital arrangement for the Xekong Thermal Power Plant project between Savan 1 Wind Power Company Limited and Military Commercial Joint Stock Bank (MB); Investment cooperation agreement between the Lao Department of Livestock and Fisheries and Vietnam - Laos Agricultural Products Group Joint Stock Company; Tripartite cooperation agreement between the Institute of Human Resources Development and International Cooperation (IHC) and the Association of Vietnamese Enterprises in Laos (AVILA) and the Young Entrepreneurs Association of Laos (YEAL).

After the Conference, the Announcement Ceremony of the framework for local currency payment and bilateral retail payment connection using QR codes between Vietnam and Laos took place. This announcement ceremony is a vivid demonstration of effective cooperation between management agencies, enterprises and commercial banking systems of Vietnam and Laos in the context of promoting the use of local currency, which has been a matter of great interest and direction to the leaders of the Party and Government of the two countries in recent times, and is also in line with the trend of monetary and banking cooperation in the ASEAN region./.
