According to the Announcement, in 2024, the national digital transformation work and Project 06 have achieved a number of positive results such as the leadership, direction, operation and implementation organization were deployed drastically and synchronously with high determination from the central to the grassroots levels; actively perfecting institutions, policy mechanisms to create a legal framework and favorable conditions for national digital transformation and Project 06; digital economy and digital society continued to have strong development in many fields; digital infrastructure and digital platforms received investment attention; national and specialized databases were promoted; connection, integration and data sharing had good development steps; provision of online public services to serve people and businesses was increasingly improved; Vietnam made strong progress in the international digital transformation rankings.
In addition to the positive results achieved, there are still limitations such as the construction and completion of institutions and policies are still inadequate; many tasks according to the Plan of the National Committee on Digital Transformation and Project 06 have not been completed; the development of digital economy and digital infrastructure is not commensurate with the potential and economic growth rate; cybersecurity and information security in many places have not received due attention; the reduction and simplification of administrative procedures are still slow; the quality of online public service provision is not high; human resources for digital transformation and Project 06 have not met the requirements in terms of both quantity and quality, and are unevenly distributed.
Regarding the guiding viewpoint, according to the Notice, it is to adhere to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the key tasks and solutions in the Government's Action Program to implement Resolution No. 57-NQ/TW.
Developing science , technology, innovation and digital transformation is an objective requirement, a strategic choice, and a top priority for rapid and sustainable economic development in an era of growth, a rich, civilized, prosperous country and increasingly prosperous and happy people.
The spirit of implementation is associated with 5 "accelerations and breakthroughs", which are acceleration and breakthroughs in digital transformation, spreading digital technology to all areas of the economy, contributing to promoting economic growth of over 8% in 2025 and at double-digit levels in the following years; Acceleration and breakthroughs in digitalization of economic sectors, creating a leap in productivity, quality, efficiency and competitiveness; Acceleration and breakthroughs in digital infrastructure development, building a solid foundation for the digital economy, must prioritize and identify key points; Acceleration and breakthroughs in digital human resource development, equipping knowledge and skills for future generations, ready to seize opportunities in the digital age; Acceleration and breakthroughs in the development of digital government, digital society, digital citizens, improving the effectiveness and efficiency of state management, serving people and businesses.
The theme of digital transformation in 2025 is: " Comprehensive, comprehensive digital transformation for the entire population to accelerate and break through the development of the digital economy ", in which Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, requested Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities to set an example, pioneer in awareness, innovation in thinking and methodology on digital transformation; resolutely direct slow-progressing tasks, remove difficulties and bottlenecks according to the principle of "leadership from top to bottom, but implementation and removal of obstacles must be from bottom to top". Promote propaganda to raise social awareness of digital transformation and Project 06 in many forms.
At the same time, urgently issue the Plan to implement the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo in February 2025, ensuring "clear people, clear work, clear time, clear results, clear responsibilities" for assessment, measurement, inspection and supervision; Complete the construction of national databases, specialized databases, especially land databases; research and develop projects to apply the Internet of Things (IoT) in a number of industries and fields, such as: production, trade, energy, smart agriculture, smart transportation, smart healthcare; review, evaluate, and research plans to deploy a smart monitoring and operating center based on data, connecting with the Government's Operation Center to ensure practicality, efficiency, and compliance with legal regulations.
Shift the state of public service provision from "asking - giving" to "proactive - serving"; accelerate the elimination of unnecessary administrative procedures; improve the quality of online public services throughout the process towards personalized digital services, regardless of administrative boundaries. Strive to have 100% of administrative procedures that meet the conditions prescribed by law provided in the form of online public services throughout the process by the end of 2025, 80% of administrative procedure records processed online, 40% of the adult population using online public services.
By the end of June 2025, 100% of administrative procedure files will be assigned personal identification. By June 30, 2025, all leaders, officials, and civil servants of ministries, branches, and localities (provincial, district, and commune levels) must process work files online and use digital signatures to handle work.
The Chairman of the Provincial People's Committee directs and organizes the implementation of decentralization and authorization in handling administrative procedures, applying the zero-fee policy to attract people to use online public services as the model that Hanoi city has deployed; coordinate with the Ministry of Justice and the Ministry of Public Security to digitize civil status data and synchronize with the National Population Database to clean up, serve the reduction and simplification of administrative procedures, to be completed before March 31, 2025; coordinate with the Ministry of Natural Resources and Environment to digitize land data in the area, to be completed before June 30, 2025./.
