Cutting mountains, digging tunnels to speed up progress
Phase 2 started at the end of February, after more than 80 days of urgent and challenging construction, an important milestone was recorded: the three operating routes VH1, VH2 and VH3A have been cleared. This is an important premise for the construction of the main items of the underground factory of the project. Lieutenant Colonel Hoang Ngoc Tuoi, Executive Director of Truong Son Construction Corporation in the Central Highlands region, shared: We organized the construction in three shifts, taking advantage of every sunny hour and every dry night. All work was synchronized, while constructing, ensuring traffic for other units, and ensuring absolute safety. Up to now, routes VH1, VH2, VH3A have been cleared. And recently we have approached the location of the 500kV distribution yard - marking an important milestone of the project.
In unusual weather conditions, with the first rains of the season coming early, suddenly and lasting, the construction items have been hindered. Along with maintaining progress on the construction site, contractors are focusing resources to enter the construction phase of more complex items, including the power cable tunnel gate, the downstream valve tower and the 500kV distribution station system. Lieutenant Colonel Le Dinh Lam, CEO of the contractor consortium, said: Construction of the project inside the mountain is quite complicated. We had to mobilize the modern G7 tunnel boring system, comprehensive mechanization to ensure progress and safety. During the implementation process, we were very happy to receive active support from the local authorities and people. At times when there was no compensation policy, we worked with the Project Management Board to mobilize people to lend us the road, opening a path for motorbikes to access the tunnel gate. That shows the determination and consensus between the authorities, people and construction units.
As of mid-May, the construction units have cleared all the operating routes VH1, VH2, VH3A. At the same time, the excavation of the downstream valve tower has reached 36% of the volume, the ventilation cable tunnel door has reached 6% of the volume. This is an important basis for the construction unit to dig the operating tunnel, drainage tunnel, cable tunnel and VH3A tunnel in late May 2025 and early June 2025.
Mr. Nguyen Thanh Minh, Deputy Director of the Project Management Board, said: We will strengthen 24/7 supervision and urge contractors to work overtime to reduce the impact of extreme weather conditions. The goal in 2025 is to dig the underground plant and meet the project's capital disbursement schedule. With the goal of ensuring the project is safe, effective, environmentally friendly and of quality and progress, we strive to complete and generate electricity for Unit 1 in 2029 and the remaining units in 2030, completing the project in 2031.
Removing the "bottleneck" of land clearance
Despite having achieved a significant amount of work, the Bac Ai Pumped Storage Hydropower Project is still facing significant difficulties, especially the issue of land clearance. With a total of 69 cases (66 households, individuals and 3 organizations) affected, the land area recovered is 106 hectares. To date, 37 households, individuals and 3 organizations have been issued land recovery decisions, approved compensation and support plans and have received payments. However, the remaining 29 households with an area of 23.7 hectares have not yet issued land recovery decisions and approved compensation and support plans; 9 households have handed over land in advance to the project to carry out some items. The main bottleneck lies in the fact that 17 households are using 18 hectares of land, of which 10.5 hectares are in the planning of 3 types of forests and have been granted land use right certificates to Tan Tien Forestry One Member Co., Ltd. The rest of these households, as well as the land of 12 other households, have not been granted land use right certificates and are therefore not eligible for land compensation under current regulations. This has raised concerns among project sponsors about ensuring stable livelihoods for the people, especially ethnic minorities in difficult circumstances.
In order to promptly resolve this difficulty, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, directly went to the scene to inspect, assess the situation and direct solutions to remove obstacles. Thereby, he requested that relevant departments, branches and localities urgently coordinate with the Power Project Management Board 3 - EVN to consider and unify proposals to resolve the recommendations. He requested the Department of Agriculture and Environment and the People's Committee of Bac Ai district to grasp the regulations, consider proposing a policy of land support for households, especially ethnic minorities whose land is recovered but do not meet the conditions for land compensation according to regulations, in order to ensure stable life, production and fairness, meeting the international criteria required by donors.
With the strong direction of the province and the consensus and efforts of the construction units, the Bac Ai Pumped Storage Hydropower Project Management Board is making every effort to complete the set goals, determined to bring the project to the finish line on time.
