There are still some cases
The rest stop project on the Nha Trang - Cam Lam expressway project is being implemented in the area of Km33+930, in Cam Hiep commune with an area of nearly 63,130m2 . According to the report of the Cam Lam Area Land Fund Development Branch, the site clearance for project implementation has encountered some difficulties, so it has not been possible to hand over clean land to the investor. Specifically, there are 16 cases with an area of more than 28,300m2 being submitted for appraisal; after the results are available, the branch will complete the dossier and submit it to the Cam Hiep Commune People's Committee for approval of the compensation and support plan. The biggest problem is that there are 3 cases with an area of nearly 2,400m2 stuck in the vocational training support policy, which are being reviewed and consolidated by the Cam Hiep Commune People's Committee. In addition, there is 1 case with an area of 14.5m2 that has not been inventoried because the land user has settled abroad. Cam Hiep Commune People's Committee is implementing procedures to inventory this case according to regulations.

At the Cam Lam - Vinh Hao expressway project, the rest stop project was implemented in the area of Km90+900 (in Do Vinh ward) with a total area of nearly 94,290m2 . Up to now, this area has been handed over to the investor to implement the project, while nearly 14,300m2 of 2 households has not been recovered. Mr. Le Kim Hiep - Chairman of Do Vinh Ward People's Committee said that currently, Mr. Vo Dinh Cuong's household (left side of the route, area of 11,472m2 ) and Ms. Le Thi Thien Trang's household (right side of the route, area of more than 2,800m2 ) do not agree to hand over the site because they are not supported to change their occupation. Although the local government has announced payment twice, the 2 households have not come to receive it. Because these 2 households are living in the city. Ho Chi Minh City should ask for direction from the Provincial People's Committee to carry out legal procedures related to forced land recovery and handover of the site to investors.
Hand over the site before September 15
To promptly resolve difficulties and obstacles related to site clearance, the Department of Construction has issued a document requesting the Provincial People's Committee to direct the People's Committee of Do Vinh Ward to urgently mobilize human resources, complete related procedures and documents, and complete land acquisition, compensation, and site clearance in the area where the rest stop project is being implemented on the Cam Lam - Vinh Hao expressway. For the remaining two cases where the site is not handed over, the relevant legal procedures must be completed to enforce land acquisition. For the rest stop project on the Nha Trang - Cam Lam expressway, on August 5, the Provincial People's Committee issued a document requesting the People's Committee of Cam Hiep Commune to hand over the site to the investor before August 15, but to date it has not been completed. Therefore, the Department of Construction has proposed the Provincial People's Committee to direct the People's Committee of Cam Hiep Commune to coordinate with the Cam Lam Area Land Fund Development Branch and the Ho Chi Minh Road Management Board to continue to speed up site clearance and handover to enterprises to implement the project.
In a recent meeting, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee requested the People's Committee of Do Vinh Ward to urgently issue a decision to reclaim land for the remaining two cases as a basis for issuing a decision to enforce land reclamation. The People's Committee of Cam Hiep Commune urgently carries out legal procedures related to reclaiming ownerless land. Localities must ensure the completion of the reclamation of the remaining area before September 15 to hand over to investors to promptly deploy the construction of two rest stops on two expressway projects passing through the province.
The Nha Trang - Cam Lam expressway project is over 49km long, starting at the intersection with National Highway 27C in Dien Tho commune, connecting with the Van Phong - Nha Trang expressway project; ending at the intersection with National Highway 27B in Nam Cam Ranh commune, connecting with the Cam Lam - Vinh Hao expressway project. The project has a total investment of over 7,600 billion VND, started in 2021, completed and put into operation from May 2023. The Cam Lam - Vinh Hao expressway project is 78.5km long; total investment of over 8,900 billion VND; starting at Nam Cam Ranh commune, connecting with the Nha Trang - Cam Lam expressway project, ending at the Vinh Hao - Phan Thiet expressway project. The project started in September 2021 and was completed in April 2024.
