Building special preferential policy mechanisms

On the afternoon of July 31, the Ministry of Education and Training held a meeting to implement Decision 1012/QD-TTg of the Prime Minister on the Project on training and fostering human resources for nuclear power development until 2035. Deputy Minister of Education and Training Nguyen Van Phuc chaired the meeting.

Speaking at the meeting, Mr. Vu Thanh Binh - Deputy Director of the Department of Science , Technology and Information (Ministry of Education and Training) emphasized the leading role of the Ministry of Education and Training in presiding over the comprehensive implementation of the Project. The Ministry is responsible for closely coordinating with ministries, branches, localities, training units and enterprises to guide, inspect and evaluate the progress of each stage, and at the same time organize a preliminary review in 2030 and a final review in 2035.

The Ministry of Education and Training will focus on building special incentive policies for training institutions, developing plans for recruiting and training human resources at home and abroad; at the same time, selecting training institutions that are qualified to participate in teaching, training, and directly serving the construction, operation, and maintenance of the two Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.

“The project sets high requirements for quality and progress. Therefore, the synthesis of needs, assignment of training targets, and implementation supervision must be carried out seriously, systematically, and flexibly. Training facilities need to coordinate closely with labor-using units to ensure practical training, ready to provide international-standard human resources to serve Vietnam's sustainable nuclear power development strategy,” Mr. Binh emphasized.

Mr. Nguyen Tai Anh - Deputy General Director of Vietnam Electricity Group (EVN), committed to accompany the Ministry of Education and Training to effectively implement the Nuclear Power Human Resources Development Project. EVN has proactively sent staff for in-depth training abroad, while setting high requirements for output quality to be ready to receive students after graduation.

In addition, EVN is also developing a post-graduate training plan, enhancing foreign language skills for students and coordinating with domestic universities to develop practical programs. In August, EVN will work with the Ministry of Education and Training and relevant parties to agree on progress and job positions, ensuring synchronization between training and human resource use.

Ms. Le Thi Lan Tra, Deputy Head of Human Resources Management, Vietnam National Industry and Energy Group (PVN), said: The Group has been implementing investment programs and supporting the training of key engineers and technical staff serving the nuclear energy industry.

At the same time, the Group actively coordinates with universities and the Ministry of Education and Training to implement scholarships, practical training programs and retraining for the workforce after graduation, to ensure the capacity to operate and maintain nuclear power plants according to international standards in the future.

Practical and international standard training

At the meeting, Mr. Tran Chi Thanh, Director of the Vietnam Atomic Energy Institute, representing the Ministry of Science and Technology (MOST), emphasized the importance of human resources for the nuclear power program. Training needs a long-term, systematic, practical strategy and meets international standards.

He said that the Ministry of Science and Technology is coordinating with the Ministry of Education and Training to develop a standardized training program, and at the same time proposes to establish a specialized training facility for continuous, long-term training, contributing to building a stable, high-quality workforce. The Institute is ready to coordinate with leading technical universities to deploy specialized training to serve the construction and operation of nuclear power plants.

On the training side, a representative of the University of Natural Sciences, VNU-Hanoi affirmed that the school is a leading unit in nuclear engineering training, ready to invest in improving its capacity to participate deeply in the project. Meanwhile, Ho Chi Minh City University of Technology said that it has built an interdisciplinary program to train safety engineers and reactor supervisors, ready to meet the human resource needs in the southern region.

Concluding the meeting, Deputy Minister Nguyen Van Phuc emphasized that training and fostering human resources for nuclear power development is an urgent task, requiring a high sense of responsibility and strong political determination. This is not only a technical requirement but also a strategic mission to ensure national energy security and serve the development of high-tech industries.

The Deputy Minister requested units to focus on implementing the project in a synchronous manner, avoiding scattered investment, ensuring focus, key points and efficiency. In particular, it is necessary to increase incentives for students studying in the field of atomic energy, moving towards the goal of completely free training for these subjects. At the same time, it is necessary to carefully review the actual human resource needs of factories to develop training plans that meet the requirements.

The Ministry of Education and Training will continue to direct training institutions to update advanced programs, select high-quality teaching staff, and coordinate with the Department of International Cooperation to expand cooperation, seek scholarship programs and transfer technology from developed countries.

The Deputy Minister especially emphasized the principle of focused, key, and effective investment. The development of a modern, shared laboratory system is an important solution to optimize resources and improve the quality of training and research.

With the highest political determination, the entire education, science and business sectors must act together to ensure that by 2035, Vietnam will have enough high-quality human resources, master technology, and safely and effectively operate the country's first nuclear power plants.
