Implementing the Project of not organizing district-level police

The General Secretary said that the Central Executive Committee highly agreed with the Summary Report of Resolution 18 and the plan to streamline the organizational apparatus of the political system.

According to him, the Politburo determined that streamlining the political system's organizational structure to ensure efficiency, effectiveness and efficiency is a revolution. Therefore, the Central Committee requires ministries, departments, branches, units and localities to have very high political determination and synchronously implement measures.

The General Secretary requested to continue researching and perfecting the overall organizational model of the political system to meet development requirements in the new period, ensuring to improve the leadership, governing and fighting capacity of the Party; the effectiveness and efficiency of state management and national governance; the quality of supervision and social criticism, and promoting the people's mastery.

At the same time, according to the General Secretary, it is necessary to study and implement the arrangement of administrative units in accordance with the reality of units, agencies, and localities, expand development space for the business community and people, increase national and local resources, and resolutely eliminate intermediate levels.

Urgently perfecting the institutions and operating mechanisms of agencies, units, and organizations of the political system; clearly defining the authority and responsibility of legislative, executive, and judicial agencies, is also an important orientation thoroughly grasped by the General Secretary.

He requested to clearly define responsibilities between the Central and local levels, between local government levels; promote decentralization and delegation of power, ensure that the Central strengthens macro-management, builds institutions, strategies, planning, and synchronous and unified plans, and plays a creative and developmental role.

Along with that, it is necessary to strengthen inspection and supervision, following the motto " local decision, local action, local responsibility ".

The General Secretary also noted the need to review, amend and supplement overlapping and inadequate documents that hinder development, clear bottlenecks, free up all resources, create new driving forces for development; strengthen autonomy, proactiveness, creativity and self-responsibility of agencies, units and localities, along with improving the accountability of leaders and strictly controlling power.

Under the direction of the General Secretary, agencies need to continue to review, adjust, supplement, and perfect functions and tasks, and streamline the internal organization of agencies, units, and organizations in conjunction with restructuring the team of cadres, civil servants, and public employees with sufficient qualities, capacity, and prestige to match the tasks, match the revolutionary changes, have appropriate quantity, high quality, and meet the requirements and tasks of national development.

The General Secretary also noted strong innovation in methods of recruitment, assessment, planning, training, placement, and use of cadres, civil servants, and public employees in the political system.

In particular, it is necessary to urgently promulgate appropriate mechanisms and regulations to select and arrange good cadres who are truly virtuous, talented, have the aspiration to contribute, and truly serve the country and the people, into leadership and management positions in the political system; and screen and remove from work those who do not have sufficient qualities, capacity, and prestige.

At the request of the Party leadership, the amendment, supplementation and completion of legal documents on the organization and operation of agencies and organizations in the political system must be completed in the first quarter of 2025.

Notably, the General Secretary directed the urgent implementation of the Project to continue streamlining the organization of the local police apparatus according to the 3-level police model of "ministry, province, commune", without organizing district-level police .
