Chairman of the Hanoi People's Committee Tran Sy Thanh has just signed and issued a plan to implement the "bright, green, clean, and beautiful" emulation movement and deploy it throughout the city.
The movement aims to create comprehensive and far-reaching, groundbreaking changes in environmental protection, from waste control and wastewater treatment to improving air quality. Through this, it seeks to build a clean and sustainable living environment, contributing to transforming the face of Hanoi.
The city mobilizes the entire political system and community to implement environmental protection measures, creating a widespread, strong, and synchronized movement across all aspects of social life. This movement helps raise awareness and improve behavior towards the capital's environment; encourages each individual, family, agency, and unit to proactively protect the environment, build a civilized and responsible lifestyle, and create a solid foundation for sustainable development and public health protection.
The city's plan sets targets for 100% of districts, towns, and residential areas to organize self-governance movements on environmental protection; 100% of districts, towns, and departments to develop specific plans and methods for implementing waste sorting at source, collection, transportation, and treatment of solid waste; proactively selecting priority areas and locations to implement models for sorting and reducing household solid waste emissions according to a roadmap, and evaluating and replicating successful models.
The People's Committee of Ho Chi Minh City strives to ensure that at least 50% of urban domestic wastewater is treated before being discharged into the environment; that 75%-80% of the days in the year (according to data from national and city standard monitoring stations) have air quality index (VN_AQI) levels at good and moderate levels; control the average annual PM2.5 concentration by 2030 at most standard stations in the inner city below 40 µg/Nm3 and below 35 µg/Nm3 for suburban areas; 100% of construction sites implement dust reduction measures; 100% of industrial factory emissions are treated to meet Vietnamese National Standards (QCVN); 100% of households do not use honeycomb charcoal stoves or other low-grade coal fuels; 100% do not burn straw and agricultural by-products; and reduce the burning of votive paper.
To achieve this result, the People's Committee of Ho Chi Minh City requires localities and units to strengthen propaganda and implementation in a comprehensive, synchronized, and in-depth manner with the active participation of all levels, sectors, and the people. At the same time, the movement must be implemented regularly and continuously, promoting dynamism and creativity, mobilizing all resources and the strength of the political system and the entire society to participate. Departments, sectors, districts, and towns that are behind schedule or ineffective in implementing the planned contents will be held accountable to the Chairman of the People's Committee of Ho Chi Minh City.
The city's plan also stipulates that at least one weekend each month, all agencies, businesses, and residential groups will simultaneously organize environmental cleanup activities, such as: cleaning up waste in areas near homes or workplaces, such as vacant lots, sewers, and canals; participating with community organizations in cleaning parks, lakes, or public areas…
In particular, during the implementation of the "bright, green, clean, and beautiful" emulation movement, the city will promptly reward collectives and individuals with outstanding achievements…
