The Ministry of Industry and Trade has just issued công văn (official document) No. 10839/BCT-VP announcing the directives of the Minister of Industry and Trade regarding the thorough understanding and implementation of General Secretary Tô Lâm 's conclusions on the transformation of thinking in the work of drafting and enforcing laws.

The official document states that, considering the proposal of the Legal Department in Report No. 3272/PC-TH dated December 18, 2024, regarding the content of the national conference on implementing judicial work in 2024, and in order to thoroughly understand and seriously implement the conclusions of General Secretary To Lam on the transformation of thinking in the work of building and enforcing laws as stated in Notice No. 108-TB/VPTW dated November 18, 2024, of the Central Party Office, the Minister of Industry and Trade requests relevant units, according to their assigned functions and tasks, to focus on and effectively carry out the assigned tasks.
Specifically, the Legal Department disseminated and thoroughly explained to Party committees and leaders of units under the Ministry with functions and tasks related to lawmaking the full text of General Secretary To Lam's directive on changing thinking in lawmaking and implementation, focusing on three key points: Firstly , the development of the annual law program must adhere to the 'two requirements' and simultaneously fulfill the 'three guarantees'; Secondly , "the leadership in institutionalizing the Party's guidelines and policies into law and the leadership in law enforcement to ensure the supremacy of the Constitution and laws must be considered a central and regular task of Party committees, Party organizations, and each Party member."
Thirdly , regularly evaluate the effectiveness of laws after their promulgation, promote the application of technology, and build effective mechanisms to proactively detect and quickly resolve bottlenecks stemming from legal regulations. Based on the General Secretary's directives and the practical requirements of the Ministry of Industry and Trade, finalize and submit to the Party Committee and the Minister for approval the Program for the Development of Legal Documents of the Ministry of Industry and Trade in 2025 and other related work programs for 2025.
Developing human resources for lawmaking
The Ministry of Industry and Trade's official document also requested that heads of units under the Ministry closely follow the directives of General Secretary To Lam in the work of drafting and implementing laws. In addition, it emphasized the implementation of the following contents: developing human resources for advising on lawmaking; increasing investment resources and establishing specific financial mechanisms for policy research and lawmaking to meet the increasingly demanding political tasks in the new era; modernizing the working environment and conditions so that officials and civil servants involved in lawmaking can work with peace of mind and dedicate themselves to the common cause; and researching and proposing appropriate mechanisms to attract high-quality human resources for lawmaking work.
Addressing legal issues arising during the process of international integration, with a focus on "Enhancing the role of the Ministry and the Justice sector in participating in the development of international institutions and laws, increasing responsibility for preventing and resolving international investment disputes, effectively handling legal issues arising during the process of international integration, and promptly protecting national interests, the legitimate rights and interests of individuals, organizations, and state agencies in Vietnam."
