Low skill levels in the workforce increase the risk of unemployment.

On the morning of May 26th, the forum "Improving National Labor Productivity in 2024" was held. Regarding innovation and improvement in high-quality labor training, at the forum, Associate Professor Dr. Pham Xuan Khanh - Principal of Hanoi High-Tech College, contributed his opinions on this topic.

Market assessments indicate that Vietnam has an abundant and highly adaptable labor supply, and is considered to quickly adopt scientific and technological advancements in production and management skills. The labor structure is shifting in a positive direction. The labor participation rate among working-age people remains high. The unemployment rate is low compared to the region. The quality of employment and workers' incomes are steadily increasing.

However, our labor market still has many limitations; businesses still face labor shortages due to an oversupply of low-quality labor, a large proportion of unskilled workers, a low percentage of trained workers, a lack of highly skilled professionals in various fields, and many shortcomings in the ability to find employment and change careers independently.

According to Mr. Pham Xuan Khanh, this has led many businesses to hire foreign workers. This is also one of the reasons for the increasing unemployment rate in our country today. Foreign direct investment (FDI) into Vietnam will seriously decline if there is no timely improvement in the quality of training; the country will face the risk of falling behind in human resources and losing its advantage of cheap labor costs.

"In this context, it is necessary to innovate and improve the quality of teaching and learning, focusing on high-quality training, open and flexible training, shifting from a 'supply-oriented' to a 'demand-oriented' approach, and training that is closely linked to the labor needs of businesses, especially those requiring highly skilled workers in advanced technology fields. This is a mandatory requirement for the vocational education system," said Pham Xuan Khanh.

To improve the quality of human resources, multiple solutions need to be applied simultaneously, such as: training and developing the quality of the teaching staff; constantly innovating curricula and textbooks, and incorporating international programs into teaching;

Innovate the management model; cooperate closely with businesses from the recruitment stage, program and curriculum development, training organization to job placement.

However, Mr. Pham Xuan Khanh also raised some new points that need to be considered in the future, such as the need to establish Industrial Skills Boards in certain fields with the participation of state management agencies to forecast human resource needs according to industry structure, occupation, and training level. This will serve as a basis for training institutions to develop training programs that meet the labor needs of businesses in the short and long term.

In addition, issuing lists of occupations that require the use of trained workers will limit the recruitment of unskilled laborers without vocational training, contributing to increased labor productivity for businesses while ensuring workplace safety for workers.

Specifically, it allows schools to establish schools within schools, adding the function of teaching general education to students graduating from continuing education programs at vocational education institutions. At the same time, it mandates the implementation of a comprehensive tuition support program for vocational students, especially in professions with high labor demand but low enrollment.

Furthermore, after entering the labor market, workers often need to receive advanced training to improve their skills through skilled worker competitions.

At the forum, Mr. Nguyen Dinh Thang, Chairman of the Hanoi Industrial Zones Trade Union, stated: “The emulation movement 'Reviewing theory, practicing skills, competing in skilled worker competitions' among workers has affirmed that emulation is an extremely important driving force to awaken the spirit of creative labor, a sense of responsibility, and striving to excellently complete assigned tasks. In particular, it increases labor productivity, reduces defective and damaged goods, improves product designs, and helps businesses overcome difficulties, stabilize, and develop production and business.”

This is also an opportunity for trade unions to demonstrate creativity and innovation in content and methods of operation, gaining the support of employers and the enthusiasm of workers.

However, in the future, to make emulation movements more effective and widespread, Mr. Thang believes it is necessary to maintain and expand skilled worker competitions in provinces and cities with a large workforce, with the participation of the government and employers.

Businesses need to invest more time, facilities, and funds in organizing skilled worker competitions to improve labor productivity, product quality, and train high-quality human resources .
