In the announcement, Deputy Prime Minister Tran Luu Quang directed the Ministry of Industry and Trade to incorporate the opinions expressed by ministries and agencies at the meeting; to chair and coordinate with the State Capital Management Committee at enterprises and relevant ministries and agencies to urgently develop and finalize the plan to transfer A0 to the Ministry of Industry and Trade in the form of a single-member limited liability company (LLC) in accordance with the law, and submit it to the Prime Minister in August 2023.

Transfer A0 to the Ministry of Industry and Trade in the form of a Limited Liability Company with a single owner next August.

This requires a thorough assessment of potential impacts and obstacles, as well as solutions to overcome them, ensuring continuous and efficient operation of the national power system, meeting the requirements for safe, reliable, and efficient operation of the national power system, and maintaining energy security for the country.

The Ministry of Industry and Trade is also tasked with continuing to strengthen regular, direct, and comprehensive supervision of A0 as prescribed until the transfer of A0 to the Ministry of Industry and Trade is completed, ensuring that the operation of the national power system dispatch is efficient, transparent, and that the national power system is optimally exploited and operated, providing sufficient electricity for production, business, and people's consumption.

According to a previous proposal from the Ministry of Industry and Trade, the transfer of management and direction of the National Power System Dispatch Center (A0) from Vietnam Electricity Group (EVN) to the Ministry will be implemented according to one of two options.

Option 1 : A0 becomes a public service unit providing electricity system operation and electricity market management services, directly under the Ministry of Industry and Trade.

Option 2 : A0 becomes a wholly state-owned limited liability company operating the electricity system and managing the electricity market, under the direct control of the Ministry of Industry and Trade.

Commenting on the proposal from the Ministry of Industry and Trade, the Ministry of Interior stated that separating A0 from EVN and transferring it to the Ministry of Industry and Trade to operate as a business entity has a full legal basis for immediate implementation.

Furthermore, this enterprise operates independently from the electricity seller, and the electricity buyer only changes the ownership representative in enterprises where the State holds 100% of the charter capital, ensuring compliance with the roadmap and requirements in Decision No. 168/QD-TTg, creating conditions for the operation of a market mechanism in the relationship between the national power system dispatching unit and power generation units, power transmission units, and power distribution units as stipulated in the Electricity Law.
