AI Digital Citizen Assistant serves nearly 80 million Vietnamese people

Wishing that every Vietnamese citizen has an AI assistant to serve their life in line with the country's digital science and technology development orientation, Zalo has recently officially launched the Digital Citizen Assistant application to support 24/7 Q&A on information about administrative and legal procedures right on the platform.

The Digital Citizen Assistant application was born in line with the development of technology in general and the field of artificial intelligence in particular in Vietnam. At the International Conference on Artificial Intelligence and Semiconductors (AISC) 2025 organized by the National Innovation Center (NIC) in collaboration with Aitomatic (USA) on March 14, Prime Minister Pham Minh Chinh expressed his wish that all citizens would have a virtual assistant to use the achievements of AI.

Following the success of AI products that have conquered millions of Vietnamese users, Zalo developed and launched Digital Citizen Assistant. The assistant is built based on the country's digital science and technology development orientation, realizing the goal of every citizen having an AI "assistant".

With a reliable data source developed from reputable legal information sources, the Digital Citizen Assistant application will help users equip themselves with legal knowledge and administrative procedures, serving people 24/7 in looking up information quickly and accurately. Q&A topics are built and developed in a variety of ways such as land, driver's license, marriage, birth registration, inheritance, business operations... Integrated right on the Zalo messaging platform with 78.3 million regular monthly users, Digital Citizen Assistant helps people of many age groups to access AI technology easily and quickly.

As a “Make in Vietnam” AI product, Digital Citizen Assistant is developed from a domestic Large Language Model (LLM) developed by Zalo itself and continuously optimized from 2023 to present. Currently, this is also one of the rare domestic AI models built using the from-scratch model training technique in Southeast Asia. By using the domestic LLM model developed by 100% of Zalo's Vietnamese AI engineering team, Digital Citizen Assistant has the ability to deeply understand the native Vietnamese language and give natural, accurate responses.
