Over 1,800 households in Ho Chi Minh City were affected by the Moc Bai expressway project. The total cost of land clearance exceeded 6,330 billion VND, with each household receiving an average of 3.5 billion VND in compensation.

The Ho Chi Minh City Project Management Board for Investment and Construction of Transportation Works has just released information regarding cases where houses and land have been affected by the implementation of the Moc Bai expressway construction project, the section passing through Ho Chi Minh City.

The Ho Chi Minh City – Moc Bai Expressway is the shortest road route connecting Ho Chi Minh City with Cambodia via the Moc Bai border gate. Once operational, this expressway will reduce travel time and resources, improve economic efficiency, and enhance the competitiveness of the Vietnamese economy.

Phase 1 of the project received investment approval from the Prime Minister in early August under the public-private partnership (BOT contract) model.

The Ho Chi Minh City – Moc Bai expressway has a total length of 51km. Its starting point intersects with Ring Road 3 in Cu Chi District, Ho Chi Minh City, and its end point connects to National Highway 22 in Ben Cau District, Tay Ninh Province.

Phase 1 of the project will involve the construction of 4 lanes, with a design speed of 120 km/h, and land acquisition for a 6-lane project. The total investment is approximately 19,600 billion VND.

The project is divided into four sub-projects, including: investment in the first phase of the expressway under a BOT contract; investment in service roads and overpasses across the expressway; compensation, support, and resettlement for the section within Ho Chi Minh City; and compensation, support, and resettlement for the section through Tay Ninh province.

The section of the expressway passing through Ho Chi Minh City is 24.7km long, spanning 11 communes in Cu Chi district, with a total estimated land acquisition area of ​​182.25 hectares. Of the 1,808 affected cases, 336 are eligible for resettlement. The total cost for compensation, support, and resettlement is over 7,102 billion VND.

To date, according to the Ho Chi Minh City Project Management Board for Investment and Construction of Transport Works, authorities have collected information and land use right certificates for 1,794 cases.

Of the total compensation, support, and resettlement costs of 7.102 billion VND for the expressway project through Ho Chi Minh City, land clearance costs account for 6.330 billion VND. Therefore, on average, each household whose land is expropriated will receive 3.5 billion VND.

According to the previously prepared pre-feasibility study report for the Ho Chi Minh City – Moc Bai expressway project, the estimated cost for compensation, support, and resettlement was only 5,270 billion VND. However, based on the regulations of the 2024 Land Law and Decree 71/2024, the estimated compensation cost has increased by an additional 1,800 billion VND.
