Present at the Public Service Center of Tuong Linh commune to do administrative procedures, Mr. Hoang Ngoc Sinh (85 years old, in Tho Long village) was very excited about the working style of the commune's officials and civil servants. Mr. Sinh said: "Recently, people in the commune have regularly heard propaganda and dissemination about the operation of the 2-level local government model, about the location of the commune Public Service Center and the promotion of the use of online public services on the network environment... through the commune's loudspeaker system. When arriving at the commune Public Service Center, the documents were received by the commune officials and civil servants and guided to be resolved quickly and promptly, making us very happy and excited."

It is known that on average, the Public Service Center of Tuong Linh commune receives about 40 - 50 online applications per day. For applications with errors due to the transmission line, officials and civil servants will switch to manual processing to promptly resolve them for the people. Mr. Le Thanh Binh, Vice Chairman of the People's Committee and Director of the Public Service Center of Tuong Linh commune, said: "After nearly 1 month of working under the new government model, the reality shows that the direction, management and work settlement of officials and civil servants of the commune have been more timely than before. Administrative procedures are made public for people to grasp. Due to the large number of citizens coming to transact and work, the People's Committee of the commune has arranged a waiting room for citizens to feel convenient and comfortable when coming to transact and do administrative procedures".

Initial observations in other localities in the province show that the new government model is operating synchronously, without causing disruption. At the Public Service Center of Tho Lap commune, right from the first days of operation, it has made many impressions on local people. The working atmosphere during office hours is urgent and orderly. The list of administrative procedures is clearly posted publicly; officials and civil servants enthusiastically welcome and guide people to complete their documents... Most people who come to do administrative procedures expressed their satisfaction with the dedicated service style and friendly attitude of the commune officials. In the first week of operation, the center received nearly 100 documents; supported nearly 100 citizens to complete their documents, answered questions, and provided instructions on how to use online public services... The reception and processing of documents is carried out in accordance with the correct procedures, applying information technology according to the one-stop, one-stop mechanism.

However, in addition to the remarkable advantages and innovations, the implementation of the 2-level local government model in localities is also facing some difficulties, mainly in infrastructure and equipment to serve working needs after the merger. Mr. Le Thanh Binh, Vice Chairman of the People's Committee of Tuong Linh Commune, said: "The infrastructure system of the commune was built 25 years ago, so the campus is degraded and lacks offices; working machinery and equipment are all reused, not to mention many damaged devices during transportation; the whole commune after the merger has 12 cadres and civil servants living far away, but currently there is still no arrangement for public housing, collective kitchens... In addition to difficulties in facilities, the commune is also lacking specialized information technology staff to implement digital transformation".

The two-level local government is considered an ideal "context" to implement policies on administrative reform, decentralization, delegation of authority, and streamlining of procedures. According to regulations, the authority to resolve 346 administrative procedures that were once under the authority of the district level has been transferred to the provincial level with 18 administrative procedures, transferred to the commune level with 278 administrative procedures, and abolished 50 administrative procedures. Thus, the total number of administrative procedures after decentralization, delegation of authority, and division of authority at the provincial level is 2,161 administrative procedures, and at the commune level with 463 administrative procedures. The number of administrative procedures at the commune level alone has nearly doubled compared to before. In addition, the abolition of 74 inappropriate administrative procedures has contributed to reducing the burden of paperwork, avoiding duplication, and streamlining processes. This not only helps the administrative apparatus operate more effectively but also reduces inconvenience for people in the process of resolving work.

Upholding the principle of "taking people as the center" in all institutional reforms, simple administrative procedures, clear processes, synchronized digital data, proactive decentralization... has helped people easily access administrative procedures, transparent in supervision, Thanh Hoa is striving to build a modern administration with digital government, service government.
