Phan Boi Chau High School for the Gifted was established in 1974 and is a school with a tradition of good teaching and good learning. This is one of the leading specialized schools in the country in training national excellent students.
In 2018, the People's Committee of Nghe An province approved the project to build a new Phan Boi Chau High School for the Gifted in Nghi An commune to replace the current school in Hung Binh ward, Vinh city.
The project is divided into three phases, starting in 2021 with a total investment of more than 400 billion VND from the Secondary Education Development Program and the provincial budget, with a completion time of one year.
Phase 1 is invested by the Department of Education and Training of Nghe An province, phase 2 is transferred to the Project Management Board of civil construction investment of Nghe An province.
According to the design, the project has an area of over 85,000m2 , including classrooms, functional rooms, library, dormitory, dining room, fire protection system, transformer station, underground water tank...
By 2022, phase 1 of the project will be completed but the school still does not have the necessary facilities for teaching and learning. Therefore, for nearly two years, this project has been unfinished and abandoned.

In mid-December, according to Tuoi Tre Online , the Phan Boi Chau High School for the Gifted project was basically completed, however some items showed signs of deterioration.
In particular, the ceiling appears to be peeling and even cracked. Some places are leaking, affecting the aesthetics and lifespan.
The project is surrounded by overgrown trees, cracks appear on the walls, and the stair railings are rusty and degraded. Currently, the project has no construction workers or security guards.
According to the Nghe An Province Civil Works Construction Investment Project Management Board, this project needs about 300 billion VND more. The unit is proposing that the Nghe An Provincial People's Council consider allocating capital to complete and put the project into use in the 2026-2030 period.
Recently, at the press conference before the 21st session of the 18th term People's Council of Nghe An province for the 2021-2026 term, Mr. Nguyen Nhu Khoi - Vice Chairman of the People's Council of Nghe An province - said that in addition to the Phan Boi Chau High School for the Gifted (new) project, in Vinh city there are also a number of key public investment projects and works but they are behind schedule, construction is prolonged, and implementation is not effective.
“After surveying the key public investment projects, the Standing Committee of the Provincial People's Council will work with the People's Committee of Nghe An province to provide supervision and supervision on this issue,” said Mr. Khoi.
