In his opening speech, Nghe An Provincial Party Secretary Nguyen Duc Trung emphasized that this Congress needs to create high unity in viewpoints, goals, tasks, and solutions; arouse potential, strengths, and aspirations for innovation, bringing Nghe An to new heights, becoming a fairly developed province, a national growth pole, meeting the expectations of the Central Government and the trust of the people nationwide.

The Provincial Party Secretary said that during the past term, Nghe An has achieved many important achievements in various fields, but there are still limitations and bottlenecks that need to be overcome. This Congress has four key tasks, including summarizing the 2020-2025 term; discussing and contributing to the documents of the 14th National Congress; electing the new Provincial Party Executive Committee; and electing the delegation to attend the National Congress. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 20th Congress affirms the political determination of the Party Committee and people of Nghe An, promoting the heroic Soviet tradition, the aspiration for comprehensive innovation, strong breakthroughs, building a rich, civilized, modern Nghe An with a worthy position in the region and the whole country.

This is also the highest political determination and most sacred sentiment of the Party Committee and the people of all ethnic groups in the province, striving to fully realize the aspiration of Uncle Ho, who loves him so much, for his homeland of "Great love and great loyalty".

Turn Nghe An into a national growth pole.

Comrade Le Hong Vinh, Chairman of Nghe An Provincial People's Committee, presented a political report, reviewing outstanding achievements over the past 5 years and setting out key goals and tasks for the 2025 - 2030 term, with a vision to 2045.

During the past term, Nghe An achieved an average GRDP growth rate of 8.3 - 8.5%/year, economic scale increased 1.7 times compared to 2020, budget revenue increased 1.7 times. GRDP per capita increased 1.67 times. Industry - construction grew by an average of nearly 12%/year, services 7.7%, agriculture 4.55%. The new rural construction program, marine economy, key infrastructure, digital transformation, education and health all made important strides.

Many outstanding social achievements such as ranking first in the country in the 2025 high school graduation exam; the provincial health system mastering many advanced techniques; the poverty rate reduced to 3.12%, basically eliminating temporary and dilapidated houses for the poor; national defense and security were firmly consolidated, preventing "hot spots" from arising; foreign affairs expanded and went into depth.

In addition to the achieved results, the report also pointed out limitations such as the economy has not had a major breakthrough, GRDP per capita is still low compared to the whole country, primary health care is still limited, many provincial hospitals are overloaded, poverty reduction is not sustainable and digital transformation and administrative reform are still slow.

Entering the new term, Nghe An determined to innovate the growth model, considering science - technology, innovation and digital transformation as the main driving force; culture and people of Nghe An as the foundation; rapid development of the Eastern region, sustainable development of the Western region. The general goal by 2030 is for Nghe An to become a fairly developed province of the country, a national growth pole, the center of the North Central region in industry, high-tech agriculture, healthcare, education - training, science - technology, tourism and logistics. By 2045, strive to become a high-income province, comprehensively developed, modern and civilized.

To realize the goal, Nghe An believes it is necessary to perfect institutions, develop high-quality human resources, and invest in synchronous and modern infrastructure. Along with that, the province will promote administrative reform, create an open investment environment, build a team of officials who dare to think and dare to do, develop high-tech industries, high-quality services, spearhead tourism, sustainable ecological agriculture; ensure national defense, security, and deep and effective integration.

Strongly arouse aspirations, create new momentum for Nghe An to break through and rise up

Speaking at the Congress, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac praised the outstanding results that Nghe An achieved in the past term, and emphasized that this is a historic opportunity for the province to break through and accelerate development.

The Head of the Central Internal Affairs Committee said that with an average economic growth rate of over 8.3%, by 2025, GRDP is estimated to reach nearly 250 trillion VND, attracting more than 4.8 billion USD of FDI capital, Nghe An has made great progress.

However, the province still has limitations, low GRDP per capita, small-scale enterprises, poverty rate over 3%, and risk of falling behind other localities.

Comrade Phan Dinh Trac suggested that the Congress focus on discussing and identifying breakthroughs, arousing development aspirations, renewing thinking, boldly stepping out of old inertia; focusing on perfecting institutions, improving the investment environment, developing strategic infrastructure, improving the quality of human resources, and building a clean and strong Party and political system.

To create new momentum, Nghe An needs to clearly identify new growth drivers, focusing on 4 points: institutional and policy breakthroughs, improving the investment environment, striving to surpass the leading group in the country in terms of PCI, PAPI, digital transformation indexes... Must really "roll out the red carpet" to attract investment and talent, focusing on strategic planning and infrastructure.

"Focus on completing the coastal road, Vinh - Thanh Thuy expressway, upgrading Vinh International Airport and building Cua Lo deep-water port. Create strong changes in culture, health care and education. Develop Vinh University into a prestigious training center, build the health system into the core of the region and turn culture into an economic resource, soft power of competition. Harmonize growth and social security. Take better care of ethnic minorities, remote areas, strive to have basically no poor households," the Head of the Central Internal Affairs Commission emphasized.

According to the Head of the Central Internal Affairs Committee, Nghe An needs to build a clean and strong Party organization and political system. This is a key task, in which people are the decisive factor. It is necessary to build a team of cadres, especially leaders, who are truly exemplary, dedicated, and visionary, who dare to think, dare to do, and dare to take responsibility for the common good. In particular, it is necessary to strongly shift the working mindset from "administrative management" to "serving and creating development", taking the satisfaction of people and businesses as a measure. The work of preventing and combating corruption, waste, and negativity needs to shift its focus to early and remote prevention.

Pay special attention to the strategic position of national defense and security. It is necessary to proactively handle complex issues of security and order, ensuring security in ethnic minority and border areas. At the same time, continue to deepen the special friendship with Lao provinces that share the border.

The Head of the Central Internal Affairs Commission expressed his belief that the Party Committee, government and people of the province will unite, promote revolutionary traditions, take advantage of opportunities, overcome challenges to successfully implement the goals set by the Congress, making Nghe An "self-reliant, confident, and moving forward in the new era".

At the congress, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee presented the Personnel Project for the Provincial Party Executive Committee, term XX. The Project clearly stated the requirements, standards, and conditions for personnel participating in the Executive Committee; the structure, composition, and ratio of re-elected and first-time participating cadres; ensuring the inheritance, development, and harmonious connection between generations of cadres, demonstrating political determination in Party building and building the political system.

According to the project, the number of members of the Provincial Party Executive Committee for the 20th term is 69 comrades; of which the Congress directly elected 68 comrades. The personnel prepared and introduced for election is 78 comrades. The personnel preparation work was carried out seriously, methodically, in accordance with the principles, procedures, and instructions of the Central and the province; promoting democracy, objectivity, impartiality, clearly demonstrating the spirit of solidarity, responsibility, and high unity of the entire Party Committee.

After a period of urgent, serious and proper work, the Ballot Counting Committee announced the results: The Congress elected 68 comrades to the Nghe An Provincial Party Executive Committee for the 20th term, 2025 - 2030. The election results demonstrated the meticulous, careful and scientific preparation, and at the same time, affirmed the trust and expectations of all Congress delegates in the Provincial Party Executive Committee in the new period.
