On the morning of November 17, the National Assembly discussed in groups the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies in the work of protecting, caring for and improving people's health.
Agreeing with the contents of the draft, delegates suggested that it is necessary to review the entire legal system and health policies to build a truly breakthrough resolution.
Regarding specific content, some delegates suggested that there should be regulations on the responsibilities of medical examination and treatment facilities and health insurance agencies towards patients when they encounter difficulties in health insurance examination.

"The National Assembly's resolution should probably also include the issue of compensation for patients, if a patient is on the list of health insurance for his illness but goes to the hospital without medicine, or goes to the hospital without a machine and has to go outside for an X-ray... If that patient had gone to a private hospital from the beginning, his rights would have been guaranteed, because private hospitals offer different prices, and then they would deduct the insurance price. That way, at least the foundation and insurance level should be paid to people. I suggest that this issue should be added to the National Assembly's resolution," Ms. Pham Khanh Phong Lan (National Assembly Delegate of Ho Chi Minh City) proposed.
Regarding the regulations on priority subjects for screening, diagnosis and early treatment, delegates suggested clarifying the detailed content to have a basis for smooth implementation.
"If we state such a general statement, two situations will occur. One is that if we cannot control it, it will become abuse. We say everything about diseases and priority subjects, or when we state it in general terms, when it comes to implementation, it is a breakthrough, unclear, and no one will implement it. We cannot take advantage of this extremely important regulation. Therefore, we really hope to continue to clearly identify what diseases really need a breakthrough, what policies and mechanisms, and which subjects are really priority," Ms. Nguyen Thanh Cam (National Assembly Delegate of Dong Thap province) suggested.
At the discussion session, some delegates also suggested that attention should be paid to implementation conditions when the resolution comes into effect.
Also this afternoon (November 17), under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly held a plenary session to give opinions on the Draft Law amending and supplementing a number of articles of 10 laws related to security and order; the Draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization; and the Draft Law amending and supplementing a number of articles of the Law on Judicial Records.
