Proposing more than 580,000 billion VND to modernize and improve the quality of education

(Dan Tri) - The national target program to modernize and improve the quality of education and training in the 2026-2035 period is expected to mobilize more than VND580,000 billion from resources for implementation, according to the Government's proposal.

On the evening of November 17, the National Assembly Standing Committee gave its opinion on the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 Period (Program) before this content was submitted to the National Assembly.

The program is implemented nationwide with the goal of standardizing and comprehensively modernizing the education and training system, creating a fundamental and strong shift in quality and creating equity in access to education.

Reporting on a number of specific targets, Minister of Education and Training Nguyen Kim Son said that by 2030, 100% of schools and classrooms will be solidly built; 6 national centers and 12 regional centers will be gradually formed to train highly skilled human resources.

The Government also strives to modernize to have 8 key public universities among the top 200 universities in Asia and at least 1 public university among the top 100 universities in the world in a number of key fields.

Gradually making English the second language in the national education system is also the goal set by the Government .

According to Minister Nguyen Kim Son, the total resources mobilized to implement the Program for the 2026-2035 period are about VND 580,133 billion, including central budget capital of more than VND 349,000 billion (accounting for 60.2%); local budget capital of about VND 115,773 billion (accounting for 19.9%). The rest is counterpart capital and mobilized from other legal sources.

Preliminary examination of this content, the Committee on Culture and Society proposed to study and carefully calculate the conditions to ensure the feasibility of the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education facilities making English the second language in schools.

Regarding the resource estimate, the Standing Committee of the appraisal agency proposed to clarify the basis and feasibility of determining the total other legally mobilized capital sources to implement the Program in order to reduce pressure on the State budget.

National Assembly Chairman Tran Thanh Man noted that the Program needs to avoid spreading out, focus on urgent, core issues, and clearly identify priority subjects to have appropriate capital solutions.

According to the National Assembly Chairman, it is necessary to establish an attractive mechanism to mobilize non-budgetary capital sources for investment in education and training.

Regarding this content, Minister Nguyen Kim Son affirmed that when the Government submitted the Program, it had taken into account the ability to allocate resources to implement the Program.

After discussion, the National Assembly Standing Committee agreed with the contents submitted by the Government and proposed to fully absorb the review opinions and comments of the National Assembly Standing Committee to complete the dossier submitted to the National Assembly.
