On the afternoon of November 17th, Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, and Head of the Hai Phong Economic Zone Management Board, conducted a field inspection and held a meeting to review the progress of land clearance and construction investment at the following infrastructure development and business projects: Tien Lang Airport Industrial Park (Zone B) in Chan Hung commune; Tran Duong - Hoa Binh Industrial Park (Zone A) in Nguyen Binh Khiem commune; and Tien Thanh Industrial Park in Tien Lang and Tan Minh communes. He was accompanied by representatives from relevant departments, agencies, and units.
After conducting on-site inspections and listening to reports from relevant units on the progress of the projects, Vice Chairman of the City People's Committee Le Trung Kien emphasized that these three projects are of significant importance in promoting the socio -economic development of the locality and the city.
The comrade requested that localities with upcoming projects actively coordinate with relevant departments and units to accelerate land clearance and project implementation, ensuring timely completion according to plan. Specifically, a separate resolution on land clearance tasks for industrial zones in the area should be issued to ensure its effective implementation. Furthermore, efforts should be intensified to promote and encourage land clearance through flexible and effective methods; and accurate information on the new land price list should be provided to avoid public waiting mentality…
Regarding the Tien Lang Airport Industrial Park Infrastructure Construction and Business Project (Zone B), the Vice Chairman of the City People's Committee requested the investor to complete the necessary procedures to commence construction on December 19, 2025. The People's Committee of Chan Hung commune is to hand over 50 hectares of cleared land before December 30, 2025; and submit a plan for the construction of a resettlement area next week to serve as the basis for land clearance.
Regarding the Tran Duong - Hoa Binh Industrial Park (Area A) in Nguyen Binh Khiem commune, the Vice Chairman of the City People's Committee requested the local authorities to urgently approve land prices in November, and to hand over the land before January 30, 2026, striving to start construction in early Spring of the Year of the Horse 2026.
The Vice Chairman of the City People's Committee also requested the investor of the Tien Thanh Industrial Park Infrastructure Construction and Business Project to urgently implement the project, ensuring progress according to the approved plan.
The comrade instructed the Hai Phong Economic Zone Management Board to closely monitor and supervise the progress of project implementation.
The Tien Lang Airport Industrial Park Infrastructure Construction and Business Project (Zone B), covering 186.49 hectares, is invested by CEO Industrial Park Development Joint Stock Company with a total capital of over 2,795 billion VND in Chan Hung commune. Currently, land clearance has not been carried out due to a lack of consensus from local residents and the absence of a resettlement plan to facilitate the project's land acquisition.
The Tran Duong – Hoa Binh Industrial Park Infrastructure Construction and Business Project (Area A) covers an area of 207.95 hectares with a total investment of over 3,259 billion VND, and is invested by Hai Phong Titan Joint Stock Company. The project has not yet completed land clearance due to awaiting approval of specific land prices and related procedures. Currently, the investor is finalizing preparations for the appraisal and approval of the feasibility study report; preparing fire safety documents; and preparing, appraising, and approving the environmental impact assessment report.
The Tien Thanh Industrial Park infrastructure construction and operation project covers an area of 410.46 hectares with a total investment of over 4,597 billion VND, located in the communes of Tien Lang and Tan Minh. Currently, 119.56 out of 410.46 hectares have been cleared and handed over to the investor. The investor has leveled approximately 2.5 hectares and is carrying out temporary work to facilitate the construction of technical infrastructure. Local authorities are actively continuing land clearance according to plan.
