The National Assembly's draft Resolution on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development was discussed by National Assembly deputies in the group discussion session on the morning of November 17.

Delegate Le Kim Toan ( Gia Lai ) emphasized that the Party and State always identify education and training as the top national policy, therefore, according to him, it is necessary to supplement specific preferential policies.

The draft resolution has regulations, but Mr. Toan said that such specific policies for developing human resources for education are still "incomplete".

“To have good students, you must have good teachers. To have good teachers, first of all, the entrance scores to teacher training colleges must be good. The Ministry of Education and relevant agencies need to evaluate the current entrance score distribution of the teacher training industry compared to other professions and fields to see how different they are,” Mr. Toan stated his opinion.

In particular, according to the delegate of Gia Lai province, it is necessary to answer the question of why in a country as studious and respectful of teachers as Vietnam, there is a saying "Only rats running in the same nest can enter pedagogy?", or "First is Medicine, second is Pharmacy, and okay is Polytechnic?".

In reality, there are subjects where candidates scored 27 points, or 9 points/subject, but still failed, Mr. Toan said that these contradictions need to be clarified.

To develop human resources for the education sector, he suggested that we must first strengthen the sector's facilities and improve training quality.

Along with that, there must be incentives for pedagogical students such as free tuition, scholarships, and increased training according to local orders. "We must improve quality, ensure output and have good support policies, so that pedagogical schools are the best," said Mr. Toan, emphasizing the importance of this as this is where generations of teachers are trained to serve the training of human resources for the future.

Regarding policies for teachers, the new draft resolution stipulates allowances, but according to Mr. Toan, the regulations must be upgraded to salaries. For example, clearly state how many times the salary incentives in the education sector are higher than the administrative salary, and educators must be paid social insurance according to that salary level. "That is what is called incentives," Mr. Toan emphasized.

Regarding infrastructure, the delegate suggested investing in developing the education and health care systems, building as many schools and hospitals as possible. Accordingly, it is necessary to review and consider forms of incentives and investment support such as exemption from rent, land use, tax incentives, low-interest loans, long-term loans, and the State has a support mechanism when investing in education and health care.

“Investing in education is investing in development, investing in teachers and learners is never redundant,” Mr. Toan emphasized.

Sharing the same view, delegate Nguyen Lam Thanh also suggested that the draft resolution needs to create a strong impetus to make changes in the education sector.

He suggested that it is necessary to clarify the State's policy of prioritizing the development of key industries and schools, especially science and technology, digital transformation, semiconductors, etc.

Sharing the opinion of delegate Le Kim Toan, Mr. Thanh said that currently the entrance scores of teacher training schools are also very high, the trend of entering teacher training is high but the quality of training is too widespread. Therefore, according to him, we must focus on training for key schools.

For learners, Mr. Thanh proposed that there should be policies such as tuition exemption and reduction, scholarships and allowances for those training in priority and emerging fields. "To attract talented people, there must be special incentives, especially for the innovation industry, to attract resources in society and after 5 years we will have good human resources to serve the development needs," Mr. Thanh suggested.
