According to this document, Pham Ngoc Thach University of Medicine issued a notice on March 12 regarding the submission of scientific resumes for consideration of establishing the Basic Professors Council in 2025; Notice on April 16 regarding the submission of scientific resumes for consideration of establishing the Basic Professors Council in 2025 (2nd time). As a result, 20 candidates submitted their scientific resumes.
On April 23, Prof. Dr. Ngo Minh Xuan, Chairman of the Science and Training Council, Pham Ngoc Thach University of Medicine chaired an extraordinary meeting on nominating a list of participants in the 2025 Basic Professor Council.
A total of 13/19 members of the Science and Training Council attended this meeting.
An urgent document sent to the State Council of Professors and the Ministry of Education and Training by Pham Ngoc Thach University of Medicine stated that at this meeting, instead of applying the form of public exchange of candidate profiles as every year, Professor Ngo Minh Xuan requested the council to nominate candidates to join the 2025 Council of Professors by secret ballot. As a result, 14/20 candidates were selected.
Then, on April 29, the school principal sent an official dispatch requesting the Science and Training Council to publicly disclose candidate information on the website according to regulations.
On the same day, Professor Ngo Minh Xuan submitted a request to withdraw his name from the nomination list for the Council of Professors of Pham Ngoc Thach University of Medicine in 2025.
Also according to the content of the school's document, through studying the minutes of the April 23 meeting of the school's Science and Training Council and related information, the school found that the scientific background of the candidates was not publicly discussed at the meeting as every year.
In addition, the Science and Training Council of the school conducted secret ballots to select candidates without publicizing the voting principles and rules. The meeting minutes were not approved at the meeting, and the Science and Training Council did not publicly announce the list of candidates on the school's website as required.
In particular, there is a case of candidate Prof. Dr. TPCT, majoring in Otolaryngology, who fully meets the criteria of the 2025 Council of Professors candidate, but was eliminated from the list, although this time there were candidates majoring in Otolaryngology who submitted applications for the title of Professor and Associate Professor.
With the implementation method of the School's Science and Training Council and the above results, Pham Ngoc Thach University of Medicine sent a document to the State Council of Professors and the Ministry of Education and Training to ask for written instructions and guidance so that the school has a basis to promptly implement the progress according to the plan of the State Council of Professors.
