According to the content of Resolution No. 126 that has just taken effect, the plan to organize public service units in theeducation sector will keep public secondary schools, primary schools, and kindergartens intact and transfer them to local authorities at the commune level for management.
Along with that, vocational education centers and continuing education centers under the current district People's Committees are expected to be transferred to the Department of Education and Training for management and reorganization to provide services according to regional areas (inter-commune, ward).

In Official Dispatch No. 1581, the Ministry of Education and Training also requested that the provincial People's Committee only review and determine the contents of state management of education at the district level to be adjusted and transferred to the provincial level (Department of Education and Training) or the commune People's Committee for management.
State management contents in the field of education must be assigned to specialized agencies with sufficient capacity to ensure the implementation of tasks related to deciding on job positions, financial norms, assigning staff and allocating budget for the education sector in the province.
Decentralization needs to be implemented strongly but not laxly, ensuring that there is no omission, division or interruption of professional management content and quality assurance conditions in the national education system.
Functions and tasks of the Department of Education and Training after the merger
After organizing and arranging the government at all levels, the Department of Education and Training was decentralized and delegated the authority to perform the following functions and tasks related to teacher management:
- Advise and submit to the Provincial People's Committee and competent authorities to decide on job positions, civil servant payroll, and total number of employees at public schools.
- The Department of Education and Training carries out recruitment, employment, appointment, change of job titles, training, fostering, and evaluation of teachers, education managers, and staff of public schools.
- The Department of Education and Training is also responsible for developing plans for recruitment, use, training and development of teachers in localities and schools in the province.
- The Department of Education and Training ensures sufficient staffing of civil servants and sufficient number of employees according to the project approved by the Provincial People's Committee. At the same time, it is responsible for explaining the activities, quality of education, teachers, workers and students.
- The Department of Education and Training has the right to recognize, appoint, dismiss, transfer, and change job positions of principals and vice principals of schools.
- The Department of Education and Training is responsible for regularly updating information on teachers and managers in the national database on education and management levels such as the Provincial People's Committee and the Ministry of Education and Training.
In general, in the coming time, the function of recruiting teachers at all levels will be decentralized and delegated more strongly to the Department of Education and Training of localities (for preschool level, the commune will decide on recruitment). This can be considered one of the breakthrough decisions of the education sector, expected to solve the problem of local teacher shortage in localities and use the right talent for schools.
