On August 30th, the Ho Chi Minh City Department of Education and Training issued guidelines to the People's Committee of Thu Duc City and 21 districts, as well as non-public preschools , primary schools, secondary schools, and high schools, regarding the collection of tuition fees, service charges, and price declaration procedures starting from the 2024-2025 school year.

Specifically, tuition fees at private schools will not increase by more than 10% compared to the previous academic year for preschool and general education, and will be publicly disclosed in accordance with the law, with full explanation provided to students and the public.

Regarding the pricing of service fees in the education sector, educational institutions will continue to comply with the regulations stipulated in Clause 2, Article 5 of Government Decree 81/2021/ND-CP.

The prices of service fees in the education and training sector will be adjusted according to a suitable roadmap commensurate with the quality of education and training services, but the rate of increase in service prices will not exceed 15% per year.

In particular, it is important to note the implementation of the policy of waiving tuition fees for 5-year-old preschool children from the 2024-2025 school year (effective from September 1, 2024) as stipulated in Clause 6, Article 15 of Decree No. 81/2021/ND-CP.

For the 2024-2025 academic year, Ho Chi Minh City will continue to implement the policy of tuition fee support for preschool children, students, postgraduate students and doctoral candidates from ethnic minorities in Ho Chi Minh City; students in private primary schools in areas with insufficient public schools; orphaned children and those in difficult circumstances in the city.

In addition, the Ho Chi Minh City Department of Education and Training requests that private schools under its management promptly complete the financial settlement documents for student support in accordance with Resolution No. 36/2023/NQ-HĐND of the Ho Chi Minh City People's Council on the specific policy of tuition fee support for preschool children, public and private primary and secondary school students, and continuing education students in Ho Chi Minh City for the 2023-2024 school year. The settlement documents must be submitted to the Ho Chi Minh City Department of Education and Training before September 30th.

Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training, noted that in the guidelines for collecting tuition fees, service prices, and price declaration, non-public educational institutions must publicly disclose their commitment to the full quality of education and training, the conditions of facilities, tuition fees, other fees, methods, and timeframes for implementation. They are also responsible for publicly disclosing and explaining to students and society the tuition fees and service prices determined by the institution.
