The An Giang Department of Education and Training has just issued Official Document No. 3217/SGDĐT-QLCL&CNTT providing guidance on organizing the end-of-semester I examinations for general education in the 2025-2026 school year. The Culture and Social Affairs Departments of communes, wards, and special zones are tasked with monitoring and supervising the end-of-semester I examinations in their respective areas.
According to the guidelines, the principal of the educational institution develops a plan for the end-of-semester I examinations.
The format and types of tests and assessments will be based on the guidelines in Official Letter No. 2302/SGDĐT-GDPT dated October 17, 2025, from the An Giang Department of Education and Training regarding the implementation of periodic tests and assessments at the primary, secondary, and high school levels from the 2025-2026 school year, and will ensure the assessment and classification of students in accordance with the regulations of Circular 22/2021/TT-BGDĐT of the Ministry of Education and Training.
Accordingly, the principal of the educational institution is responsible for directing and organizing all steps of test question preparation in accordance with regulations, specifically: Step 1, determining the purpose of the test; Step 2, determining the format of the test; Step 3, developing the test matrix and specification; Step 4, compiling questions according to the matrix and specification and developing marking guidelines and scoring scales; Step 5, reviewing and evaluating the test.
The school principal decided to establish a test question committee, assigning specific tasks to each member and defining confidentiality responsibilities. Each subject must have at least two test papers (one official and one backup) to ensure confidentiality and appropriate differentiation.
Simultaneously, the school principal issued a decision to establish a Question Paper Printing and Duplication Council, a Code Marking Team, and a Review Marking Team. All members participating in these teams must sign a confidentiality agreement and are not allowed to use video or audio recording devices in the examination area.
Principals of general education institutions are responsible for disseminating Circulars and Regulations on testing and evaluation, providing information on testing and evaluation to students and their parents, and proactively developing detailed plans for organizing the end-of-semester I tests; they are fully responsible for the preparation, printing, and security of test questions, organizing invigilation, and grading tests to ensure objectivity, honesty, and fairness.
The Culture and Social Affairs Departments in communes, wards, and special zones will monitor and supervise the end-of-semester I examinations in their respective areas.
