Strengthen training and standardize professional practices.

Following the opening of the 2025-2026 school year, the Khanh Hoa Department of Education and Training organized a training course on universal education and literacy eradication in 2025 for more than 320 delegates, including leaders and specialists from the Preschool and General Education Departments, the Vocational Education and Continuing Education Departments under the Department, and the Culture and Social Affairs Departments of communes and wards.

Delegates were introduced to the information management system for universal education and literacy eradication after the reorganization of administrative boundaries; the process of compiling dossiers for inspection and recognition of commune-level units meeting the standards for universal education and literacy eradication; and exchanged and discussed solutions to improve the quality of universal education and literacy eradication in the province.

The program aims to update important content, enhance professional capacity, and unify the direction of implementing universal education and literacy programs in the new phase. This is a necessary preparatory step to ensure consistency, effectiveness, and quality in the task of building a learning society.

Along with the implementation of the two-tiered local government model, in recent years, community learning centers at the commune level in Khanh Hoa province have been reorganized, merged, and restructured in terms of organization, personnel, and activities.

Some community learning centers have implemented activities such as: opening vocational training classes, eradicating illiteracy, popularizing education, and training programs... aiming to contribute to improving the knowledge and lives of the people.

Expand the target audience and organize classes flexibly.

In its literacy campaign, the Khanh Hoa Department of Education and Training has always identified expanding the target group and scope of learning support as a key task to raise the intellectual level of the people and create opportunities for lifelong learning.

In localities with favorable socio-economic conditions, the sector is focusing on expanding the age range for participation in literacy programs to 60 years old. This is seen as a solution to help many older workers, especially those who missed out on education in the past, access knowledge and improve their skills in work and daily life.

At 66 years old, Ms. Huynh Thi Hoang (Nam Nha Trang ward, Khanh Hoa province) is still determined to regularly attend classes at the Nha Trang Association for the Blind every day to learn to read and participate in production activities. She recounts that previously, reading a poem or accessing information in books and newspapers for the visually impaired seemed beyond her capabilities. But after six months of persistently learning Braille, she can now read and write fluently and clearly feel the knowledge opening up before her. Along with her studies, she is also given the opportunity to participate in making toothpicks and brooms. Thanks to this, she earns more than 2 million VND per month. “Knowing how to read and write has given me more knowledge and a stable job. I feel stronger to overcome the challenges of fate,” she expressed.

For more disadvantaged areas where illiteracy rates remain high, the Khanh Hoa Department of Education and Training prioritizes resources to eradicate illiteracy among women and ethnic minorities aged 15-35, while also developing a roadmap to gradually expand the age range when conditions permit.

In mountainous areas, which are identified as key locations due to their unique terrain, limited economic conditions, and traditional lifestyles that make attending school difficult for residents, literacy programs are designed with greater flexibility in terms of time, location, and organization to maximize student participation.

Alongside literacy education, the Department of Education and Training of Khanh Hoa province is also strengthening coordination with local authorities, mass organizations, and volunteer forces to encourage learners to continue participating in continuing education classes after becoming literate. The goal is not only to help people maintain their reading and writing skills but also to consolidate knowledge, reduce the rate of relapse into illiteracy, gradually improve the quality of human resources, and create sustainable changes in community development.

To continue maintaining, strengthening, and improving the criteria for universal education and literacy eradication, the Khanh Hoa Department of Education and Training will continue to mobilize resources to invest in school facilities, organize effective two-session-per-day teaching, and improve the quality of Vietnamese language instruction for ethnic minority students. In addition to those who are illiterate, the education sector will coordinate with local authorities to compile statistics and identify those who relapse into illiteracy, organize flexible classes, and provide training in literacy methods, expertise, and professional skills for officials and teachers both within and outside the sector.
