What qualifications should a village or residential area head meet?

Village/residential area leaders must be 21 years of age or older, in good health, enthusiastic, and responsible in their work (illustrative image).

The current standards for village heads and neighborhood group leaders are specifically stipulated in Article 11 of Circular 04/2012/TT-BNV dated August 31, 2012, guiding the organization and operation of villages and neighborhood groups, specifically:

- Must be a person with permanent residence registration and regularly residing in the village or residential area.

- Must be 21 years of age or older, in good health, enthusiastic and responsible in their work; possess good political and moral qualities, and enjoy the trust of the people.

- The individual and their family exemplify the implementation of the Party's guidelines and policies, the State's laws and regulations, and local regulations.

- Possess cultural knowledge, competence, experience, and methods for mobilizing and organizing the people to effectively carry out self-governing tasks of the residential community and tasks assigned by higher authorities.
