The current standards for village chiefs and residential group leaders are specifically stipulated in Article 11, Circular 04/2012/TT-BNV dated August 31, 2012 on guidelines for the organization and operation of villages and residential groups, specifically:

- Must be a person with permanent residence registration and regular residence in the village or residential group.

- 21 years of age or older, healthy, enthusiastic and responsible in work; good political and moral qualities, trusted by the people.

- You and your family are exemplary in implementing the Party's guidelines and policies, the State's policies and laws, and local regulations.

- Have cultural knowledge, capacity, experience and methods of mobilizing and organizing people to effectively carry out community self-management work and work assigned by superiors.
