From July 1, people can register vehicles in any commune or ward within the same province or city.

On June 30, the Ministry of Public Security issued Circular 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, effective from July 1, 2025. In particular, there are many new regulations such as individuals and organizations being allowed to register vehicles at vehicle registration points under the Traffic Police Department and all commune-level police in the province and city.

The removal of the vehicle registration area as before, where vehicles could only be registered at the commune where they reside or at the registration point as prescribed by the Traffic Police Department, is a breakthrough, creating favorable conditions for people and organizations. This is also the first public service of the Ministry of Public Security that took effect from July 1, along with the arrangement and reorganization of administrative units at all levels.

Accordingly, from July 1, people or organizations that need to register cars, motorbikes, and specialized motorbikes can choose to register their vehicles at the Traffic Police Department or any commune-level police station in the province or city where they reside or have headquarters. For vehicles with confiscated origin, they must be registered at the Traffic Police Department. For vehicles that win auctions for license plates, in addition to being registered in the province or city where they reside or have headquarters, individuals and organizations can also register at the Traffic Police Department that manages the license plates of those auctioned vehicles.
