From July 1st, passenger transport vehicles with 8 seats or more (excluding the driver's seat) will be required to install vehicle tracking devices, driver image recording devices, and passenger compartment image recording devices. This is stipulated in the Law amending and supplementing a number of articles of 10 laws related to security and order, including the Law on Road Traffic Order and Safety, which will take effect from July 1st, 2026.

By law, the processing of data obtained from devices recording images of the driver and passenger compartment must comply with the law on personal data protection and other relevant legal regulations.
To ensure consistency with the new provisions of the law, in the draft Decree amending and supplementing some contents related to the Law on Road Traffic Order and Safety, the Ministry of Public Security proposes adding penalties for violations of regulations on installing passenger compartment image recording devices, as well as acts of falsifying data from these devices.
The new proposal is added alongside existing penalties for violations related to vehicle tracking devices and driver image recording devices.
According to the Ministry of Public Security, the regulations aim to strengthen vehicle management and serve the prevention and detection of violations of social order and safety on road transport.
Through this system, authorities and businesses can monitor drivers' compliance with the law, while also assisting in detecting violations of public order and safety or tracking down criminals traveling in commercial transport vehicles.
