Immediately after that, in late January, Vietnamese enterprises won overwhelmingly when they won about 350,000 tons in Indonesia's 500,000-ton rice bid. The Corporation proposed that the Prime Minister continue to include the content of rice trade in the content of the exchange with senior leaders of countries in the coming time. In his concluding remarks, Prime Minister Pham Minh Chinh noted that it is absolutely not to be intoxicated, satisfied, or subjective with the achievements and results that have been achieved. The Prime Minister reminded corporations and general companies to fight against the mentality of waiting and relying on others. In particular, the Prime Minister emphasized the need to focus on promoting investment and development, overcoming the limitations in this issue, investing with focus, focusing on the country's 3 strategic breakthroughs (institutions, human resources infrastructure); renewing the 3 old growth drivers (investment, export, consumption) and adding new growth drivers (digital transformation, green transformation, circular economy, knowledge economy, sharing economy)... The head of the Government also requested restructuring of corporations and general companies according to approved plans, focusing on 3 restructuring contents: governance towards effectiveness, efficiency, improving the quality of human resources; finance; industries, input materials... to suit the development trend. Along with that, the Prime Minister requested to promote decentralization, decentralization, cutting administrative procedures, being more proactive and active. In particular, corporations need to promote a strong offensive spirit, courage, confidence, dare to think, dare to do, dare to take responsibility in performing tasks under their authority, be steadfast in matters of principle but flexible in performing specific tasks, and comply with the laws of the market economy. The Prime Minister noted that it is necessary to constantly promote the tradition and development history over many years of each enterprise, create new momentum, new motivation, new results, new victories; actively promote the fight against corruption, negativity, waste, and fight against the mentality of waiting and relying on others. At the same time, improve the material and spiritual life of cadres, workers, and laborers in the direction that each year must be higher than the previous year; actively contribute to the work of ensuring social security. Assigning specific tasks in the coming time, the Prime Minister requested that the Vietnam Electricity Group not allow for power shortages; the Vietnam Oil and Gas Group ensure enough oil and gas according to plan; the Coal - Minerals Group ensure enough coal on the basis of long-term plans; The Steel Corporation has completed the project to expand the Thai Nguyen Iron and Steel Plant Phase 2 (TISCO 2); Vietnam Airlines has cut losses and resolved outstanding issues; the Vietnam National Petroleum Group has not allowed a shortage of gasoline and oil... The Prime Minister noted that agencies should implement a roadmap to adjust electricity prices appropriately, without jerkiness, without perfectionism, without haste; the Ministry of Industry and Trade should reform the mechanism for managing petroleum business hubs in a simple, easy-to-check, and monitor direction... Regarding personnel, the Prime Minister requested that the right people be arranged based on the standards, conditions, processes, and regulations of the Party and State, ensuring publicity, democracy, objectivity, and transparency.REMOVING DIFFICULTIES AND OBSTACLES IN MANY LARGE PROJECTS
In the past time, the Committee has worked with corporations and general companies to remove difficulties and obstacles to deploy and complete many investment projects on energy and transport infrastructure in 2023, including many large and important projects that have been behind schedule for many years. Specific projects include: Construction of Ben Luc - Long Thanh Expressway; Thi Vai LNG import port warehouse with a capacity of 1 million tons (completed and put into operation from October 29, 2023); investment in the construction of container terminals No. 3 and No. 4 of Hai Phong International Gateway Port; component project 3 - Long Thanh International Airport phase 1; construction of passenger terminal T3 - Tan Son Nhat International Airport; construction and expansion of international terminal T2 - Noi Bai International Airport; Construction of Terminal T2 - Phu Bai International Airport (completed and put into operation since April 28, 2023), construction and expansion of Dien Bien Airport (completed and put into operation since December 2, 2023)... In 2023, 15/19 corporations and general companies completed and exceeded the revenue plan; 16/19 corporations and general companies completed and exceeded the pre-tax profit plan (Vietnam Airlines only reduced losses compared to the plan); 16/19 corporations and general companies completed and exceeded the plan in terms of payment to the State budget./.
