A breath of fresh air from the grassroots.

Recognizing science and technology and digital transformation as strategic levers and important driving forces for socio-economic development, especially the modernization of the administrative system, the Hong Dan Commune Party Committee proactively and thoroughly implemented Government Resolution 57 and the Ca Mau Provincial Party Committee's Action Program, linking it to the practical conditions of the locality. Following the motto "clear responsibilities, clear tasks, clear timelines," the commune's Standing Committee promptly established a steering committee for the development of science and technology, innovation, and digital transformation, chaired by the Party Secretary, and simultaneously issued a plan to implement key tasks, in accordance with the local conditions and capabilities of the units.

Along with assigning specific tasks to each member, the steering committee holds regular meetings to evaluate and learn from experience in implementation; emphasizing the responsibility of the heads of Party committees, governments, agencies, and units, not only in directing but also in setting an example and pioneering in accessing and mastering digital platforms. This creates a ripple effect, encouraging officials and civil servants to proactively improve their capabilities and transition from traditional working methods to a modern digital environment.

To ensure the synchronized and effective application of information technology and digital transformation, the Standing Committee of the Hong Dan Commune Party Committee directed the Commune People's Committee to establish a Working Group to implement Project 06; and to promote administrative procedure reform and digital transformation in conjunction with Project 06 at the local level. These efforts have yielded tangible results, creating a new face for the grassroots administration. Specifically, the commune's civil servants are gradually mastering and operating core digital platforms proficiently, with 100% proficiently using the Party's operational operating systems and the iOffice document management software for the state sector. The majority of civil servants have implemented the process of receiving, processing, drafting, and signing documents entirely in a digital environment.

For commune leaders, giving opinions and processing documents is done anytime, anywhere through document management software on mobile devices (iPad, laptop...), along with digitally signing documents. As a result, the document processing process is faster and more efficient, meeting the demands of handling the large volume of work today. The application of software helps units save significantly on stationery costs, postal services, and reduces the need for photocopying, printing, and archiving... thereby improving the income of civil servants and employees at the agency. This shift demonstrates a proactive approach to adapting to the digital age, contributing to the development of a professional, transparent, and efficient e-government.
