Mr. Ha Tan Linh, Secretary of the Party Committee and Head of the Steering Committee for Breakthrough Development in Science and Technology, Innovation, and Digital Transformation in Hong Dan Commune, stated: “One of the outstanding highlights of Hong Dan is the results of providing online public services to the people. 88.1% of people submitted applications online. The digitization of documents and the results of administrative procedures reached 95%, contributing to shortening processes and minimizing paper documents. Specifically, 80% of procedures were processed electronically; 75% of applications were processed online; and online payments and digital data exploitation both exceeded 70%, gradually forming a habit of digital transactions among the people. 100% of administrative procedures related to businesses are carried out online, ensuring smooth and seamless operation.”

Observations at the commune's Public Administrative Service Center on the first working day of the week showed that, despite the large number of people coming to complete procedures, the procedures were handled smoothly thanks to the scientific and clear organization and the enthusiastic service spirit of the civil servants, creating a friendly atmosphere and no pressure for the people.
Mr. Vo Hoang Liet, a resident of Ba Hien hamlet, Hong Dan commune, said: "I regularly carry out administrative procedures at the commune's Public Administrative Service Center. The staff here are dedicated and increasingly professional."

Alongside efforts to build a modern administrative system, Hong Dan commune places special emphasis on developing digital citizens. After a period of dedicated efforts in both disseminating information and serving the people, the locality has issued electronic identification accounts and cleaned up a large number of data: 961 cases of people with meritorious service; 29,562 workers; 5,325 social insurance records, and hundreds of cases belonging to the social welfare group. This is an important foundation for integrating and linking population data, aiming for unified and accurate management.
Despite facing numerous challenges regarding information technology infrastructure and limited equipment, and a shortage of IT-savvy officials and civil servants, the staff of Hong Dan commune, with a high sense of responsibility and determination, correctly identified the key role of applying information technology as a breakthrough foundation for various fields. They have united to overcome difficulties and meet the demands of operating a two-tiered local government, especially in handling administrative procedures for citizens. Furthermore, the commune actively organizes and launches the "Digital Literacy Movement" in all hamlets, strengthening guidance for citizens on using online public services, thereby narrowing the digital divide and promoting the widespread development of a digital society.
The effectiveness of the digital transformation journey in Hong Dan is demonstrated through concrete actions, tangible results, and transparent evaluation indicators. This is not only an initial achievement but also a solid foundation, creating momentum for the locality to continue improving its digital government; expanding the application of science and technology in green and clean agricultural production; and simultaneously developing the digital economy and building a generation of dynamic digital citizens, contributing to solid progress in the socio-economic development of the locality.
