Previously, implementing Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo , the Central Party Secretariat "on implementing research and proposing to continue to reorganize the apparatus of the political system", on March 5, 2025, the Standing Committee of the Quang Tri Provincial Party Committee issued Official Dispatch No. 1907-CV/TU assigning the Provincial Party Committee to direct the Provincial People's Committee to base on the regulations of the Party, the laws of the State and the actual situation to review and have appropriate handling plans for unfinished construction works, ensuring efficiency and avoiding waste; temporarily suspending the implementation of new construction, repair, renovation and upgrading of offices of agencies until there is a new policy.
As we know, in the process of merging commune-level administrative units, many localities have left many commune-level headquarters abandoned, causing a huge waste of state budget, which has received great attention from public opinion. In the near future, implementing the policy of abolishing district-level administrative units and merging provinces, the number of unused government headquarters, departments, branches and organizations will certainly increase.
Therefore, along with the arrangement of the political system apparatus, the functional branches managing public assets, localities need to have a good plan to use and hand over the headquarters and working buildings of merged agencies, agencies that have ended operations, transferred functions and tasks to agencies and organizations that are operating... for agencies and units that do not have headquarters, or change the purpose to public works, serving people's lives, otherwise there will be a huge waste of facilities built from the state budget.
For example, the proposal of the Quang Tri Provincial Investment and Construction Project Management Board was for the province to hand over the office of the Party Committee of the Provincial Agencies and Enterprises (old), a 3-storey building on Doi Can Street, Dong Luong Ward, Dong Ha City, to this board as the office, when the Party Committee of the Provincial Agencies and Enterprises has ceased operations.
This is an effective way to use the surplus headquarters in the process of restructuring the political system. Or in reality, many neighborhoods and villages do not have cultural houses or community learning centers, or have them but the campus is narrow and the houses are degraded. If some headquarters of agencies that have ended their operations or have reduced their operations are assigned to the grassroots level, it will improve the spiritual life of the people, contributing to ensuring cultural criteria for communes and wards.
Currently, nationwide as well as in each locality, implementing the conclusions of the Politburo and the Secretariat on saving the state budget and fighting waste in the process of streamlining the apparatus, the implementation of new construction investment projects, repairs, renovations and upgrades of offices of agencies, administrative units, and public service units at the provincial, district and commune levels (except for the fields of health andeducation ) has been suspended.
Thanks to that, the state budget has been managed more tightly, ensuring the focus of investment resources for socio-economic development in the context of limited budget resources. This is a practical requirement and an irreversible trend.
Another issue of concern in the direction of the Provincial Party Standing Committee is to request Party committees at all levels and collective leaders of agencies, units and localities to focus on doing a good job of political and ideological work so that cadres, civil servants, public employees and workers can maintain their work well; continue to fully perform their assigned duties and tasks, and not allow work to be interrupted, suspended or delayed, affecting the activities of Party agencies, authorities, people and businesses.
During the temporary suspension of the organization of Party Congresses at the commune and district levels (waiting for new instructions and guidance from the central government), Party committees and authorities at all levels are required to continue to strictly implement working regulations; lead and direct the implementation of local political tasks well, promote socio-economic development, so that the province's GRDP in 2025 reaches a growth rate of 8%; ensure national defense and security, social order and safety; care for social security, and complete the program of eliminating temporary and dilapidated houses for policy beneficiaries and the poor according to the set plan.
Overall, it can be said that there are no specific figures on how much surplus office space there is for agencies, departments, branches, unions at all levels and localities after the revolution of streamlining the political system apparatus, but if each agency, department, branch and locality knows how to arrange and use it reasonably, the amount of money saved is not small, for example, stopping the construction of the headquarters of the Quang Tri Provincial Investment and Construction Project Management Board has saved 13.5 billion VND.
And what is more important is that from here a culture of thrift and anti-waste is raised, little by little contributing to much, to have resources to focus on investing in development and ensuring social security in the era of national development and prosperity.
