Building a civilized lifestyle while promoting traditional cultural identity and fostering economic development has been a consistent goal that Tu Le commune has persistently pursued over the years. Through the effective implementation of the "All People Unite to Build a Culturally Rich Life" movement, each residential area and each family in the commune has gradually formed a healthy, united, and progressive lifestyle, creating an important foundation for sustainable socio-economic development.

We arrived at Pha Duoi village just as the village was holding its year-end summary meeting and awarding prizes to families that had achieved the title of exemplary cultural family and outstanding families in building new rural areas and a new cultural life. The atmosphere of the village meeting was warm and joyful, clearly demonstrating the consensus and solidarity of the people in implementing emulation movements at the grassroots level.

Mr. Lo Van Quy, Head of Pha Duoi village, shared: “During village meetings, we always focus on disseminating information to ensure that people understand the content of the 'All People Unite to Build a Culturally Rich Life' movement through concrete actions, such as maintaining environmental hygiene, uniting to help each other develop the economy, gradually eliminating outdated customs, and preventing domestic violence and social evils. As a result, each citizen has raised their awareness and voluntarily implemented practical actions to build a civilized lifestyle in their families and residential areas.”

Despite being a particularly disadvantaged village with 95 households, mainly inhabited by the Thai ethnic minority, Pha Duoi village has undergone significant changes thanks to the effective implementation of the "All People Unite to Build a Culturally Rich Life" movement. From a village facing numerous difficulties, Pha Duoi has now become a shining example in the commune for building a culturally rich life and developing the economy.

Through annual evaluations, the percentage of households achieving the title of "Culturally Advanced Family" is nearly 80%; the village has awarded plaques to 15 model "clean houses, beautiful gardens"; the people are united, exemplary in practicing a civilized lifestyle, and actively participate in building new rural areas. From 2021 to the present, each year the villagers have contributed nearly 100 million VND to projects and tasks in building new rural areas.

Tu Le commune currently has nearly 2,600 households living in 16 villages, of which ethnic minorities account for over 97%.

Recognizing that building a cultural life is the foundation for sustainable development, the Party Committee and the local government have focused on directing villages and hamlets to intensify propaganda and mobilize the people to strictly implement regulations and customs that are appropriate to the practical conditions and traditions of each community.

The propaganda content focuses on promoting civilized lifestyles in weddings, funerals, and festivals; maintaining environmental hygiene; and building cultured families and residential areas in conjunction with the new rural development program. In residential areas, specific regulations on organizing weddings and funerals in a streamlined and economical manner, gradually eliminating outdated customs, have received high levels of public support.

Simultaneously, the "National Unity for Building a Culturally Rich Life" movement was widely implemented, linked to the campaign to build "bright, green, clean, and beautiful" residential areas. Weekly, self-governing groups, organizations, and residents simultaneously mobilized to clean village roads and alleys, beautify their homes, and plant flowers along the roadsides. As a result, people's environmental awareness has been significantly raised, and the appearance of rural areas has undergone noticeable changes.

Building a civilized lifestyle in Tu Le has always been linked to preserving and promoting traditional cultural identity. Currently, the amateur performing arts groups in all 16 villages are operating effectively, not only contributing to improving the spiritual life of the people but also creating unique cultural products that serve the development of community tourism .

In each residential area, the exemplary role of cadres, Party members, and influential individuals is clearly demonstrated. From practicing civilized lifestyles in their families and fully participating in local movements to mobilizing and explaining to people so they understand and follow suit, the grassroots cadres have contributed to creating a positive ripple effect in the community.

To date, nearly 78% of households in the commune have achieved the title of "Culturally Advanced Family"; 75% of villages have achieved the title of "Culturally Advanced Village"; and 100% of villages maintain good implementation of village regulations and customs, with many residential areas consistently holding the title of "Culturally Advanced Residential Area" for many years. The quality of cultural titles is constantly improving, with an emphasis on sustainability and substance.

Ms. Dinh Thu Huong, Vice Chairman of the People's Committee of Tu Le commune, said: The commune regularly organizes inspections, reviews, and revisions of village regulations and customs to suit practical realities. At the same time, it implements many practical solutions, linking the "All people unite to build a cultured life" movement with the emulation movements of associations and organizations to create a ripple effect in the community, especially in ethnic minority areas. This contributes to changing perceptions, maintaining security and order, strengthening national unity, and creating an important foundation for socio-economic development.

Today, Tu Le is sporting a new look. Along with economic prosperity, the cultural and spiritual lives of its people are constantly improving. By the end of 2025, the poverty rate is projected to decrease by 6.3% compared to the previous year; and average per capita income is expected to reach nearly 50 million VND per year. These figures clearly demonstrate the effectiveness of building a civilized lifestyle starting from each residential area, creating a solid foundation for the sustainable development of Tu Le in the coming years.
