Submitting an application for a Criminal Record Certificate online (including via the VNeID application) will receive a 15-20% discount on the fee.
Circular 16/2025/TT-BTC stipulates the collection rates, collection, payment, management and use of fees for providing criminal record information in cases where Vietnamese citizens and foreigners request to be issued a Criminal Record Certificate.
The fee for providing criminal record information is as follows:

In case the person requesting the issuance of a Criminal Record Certificate requests to issue more than 02 Criminal Record Certificates at one time, from the 3rd Certificate onwards, the fee collection organization shall collect an additional 5,000 VND/Certificate.
From April 24, 2025 to December 31, 2025, the fee for providing criminal record information will be as follows:

In case the person requesting the issuance of a Criminal Record Certificate requests to issue more than 02 Criminal Record Certificates at one time, from the 3rd Certificate onwards, the fee collection organization shall collect an additional 5,000 VND/Certificate.
From January 1, 2026 onwards, the fee will be 200,000 VND/time/person and 100,000 VND/time/person.

According to the Circular, the exempted cases include: 1. Children as prescribed in the Law on Children; 2. Elderly people as prescribed in the Law on the Elderly; 3. People with disabilities as prescribed in the Law on People with Disabilities; 4. People belonging to poor households, near-poor households as prescribed by law on poverty standards; 5. People residing in extremely disadvantaged communes, ethnic minorities in communes with extremely difficult socio -economic conditions, border communes, and safe zone communes as prescribed by law.
Regarding fee management and use: Fee collection organizations are allowed to retain 35% of the collected fees to cover costs for service provision and fee collection activities as prescribed in Clause 4, Article 1 of Decree No. 82/2023/ND-CP of the Government amending and supplementing a number of articles of Decree No. 120/2016/ND-CP detailing and guiding the implementation of a number of articles of the Law on Fees and Charges; pay 65% of the collected fees to the state budget.
In case the fee collection organization is a state agency that is not eligible for operating expenses from fee collection sources as prescribed in Clause 3, Article 1 of Decree No. 82/2023/ND-CP, it must pay the entire amount of collected fees to the state budget. The source of expenses for performing work and collecting fees is arranged by the state budget in the collection organization's estimate according to the state budget expenditure regime and norms as prescribed by law.
This Circular takes effect from April 24, 2025 and replaces Circular No. 244/2016/TT-BTC regulating the collection rates, collection, payment, management and use of fees for providing criminal record information.
