From July 20, new regulations on changing telecommunications subscriber numbers will apply.

(DN) - The Government has just issued Decree No. 115/2025/ND-CP dated June 3, 2025 detailing a number of articles of the Telecommunications Law on the management of telecommunications number warehouses and Internet resources; compensation when the State revokes telecommunications codes, numbers, and Internet resources; auction of the right to use telecommunications codes, numbers, and Vietnamese national domain names ".vn". This Decree takes effect from July 20, 2025.

The Decree clearly states the regulations on changing telecommunications subscriber numbers. Accordingly, telecommunications enterprises shall change telecommunications subscriber numbers in the following cases: increasing the capacity of telecommunications subscriber numbers to meet the needs of subscriber development; ensuring that requirements for management, network exploitation and effective provision of telecommunications services are met; adjusting, supplementing and amending telecommunications numbering plans to meet the requirements of changes in technology and telecommunications development policies.

When changing telecommunications subscriber numbers, telecommunications enterprises are responsible for developing and implementing a plan to change their telecommunications subscriber numbers in accordance with the telecommunications numbering plan or the subscriber number change plan issued by the Ministry of Science and Technology . Announce the change of telecommunications subscriber numbers on mass media at least 60 days before proceeding with the change of telecommunications subscriber numbers.

At the same time, instruct telecommunications service users on how to dial after changing their telecommunications subscriber numbers; coordinate with other telecommunications businesses to change their telecommunications subscriber numbers. Telecommunications businesses deploy technical measures to minimize loss of contact (if any) before, during and after the process of changing telecommunications subscriber numbers...

In Dong Nai, according to the Dong Nai Statistics Office, in the first quarter of 2025 alone, the whole province developed more than 263,700 new mobile subscribers, an increase of 7.9% over the same period last year. The number of mobile subscribers increased, meeting the growing connection needs of people and businesses, contributing to promoting the local economy , especially in the context of science, technology, and digital transformation increasingly developing locally.
