Along with the whole country, the BDHV movement in our province developed strongly right from the first years of its launch. The work of eliminating illiteracy has become a part of the revolution and is associated with important historical events of the country and the province. In particular, in February 1947, President Ho Chi Minh visited Thanh Hoa for the first time. He assigned the Party Committee and the People in the province to build Thanh Hoa into a model province, one of the strong and comprehensive rear areas; assigned the task to Thanh Hoa to establish a Cultural Committee with the responsibility of reducing the number of illiterate people by 50% by June 1947... At this time, the BDHV movement was enthusiastically responded to and actively participated in by the People. Ethnic people in the province eagerly attended literacy classes with the motto that literate people teach illiterate people, if there was no paper, they would write in the sand, if there was no pen, they would use small bamboo branches... As a result, on January 24, 1951, Uncle Ho sent a letter to Thanh Hoa, welcoming the achievements of "eradicating ignorance" and eliminating illiteracy that the province had achieved, and at the same time encouraged everyone, all classes, agencies and organizations to actively participate in eliminating illiteracy.
From the BDHV movement, illiteracy eradication, in the 1960s, a cultural supplementary movement arose with diverse and rich content and forms of learning. From offices to cooperatives, from urban to rural areas, from factories to fields, cadres, youth, and people of all ethnic groups in Thanh Hoa province competed to attend cultural supplementary classes. Many slogans and mottos were put forward to carry out this task such as "One council, two tasks", "School is a productive force", "10 points to shoot down American planes"...
Entering a new era, in order to implement the policy of building the whole country into a learning society, Thanh Hoa continues to develop continuing education, the precursor of which is the BDHV movement. Accordingly, along with consolidating and expanding the formal education system, the province has effectively implemented the policy of establishing and putting into operation community learning centers (CLCs) in communes, wards and towns. Statistics from the Provincial Association for Promotion of Education show that in 2001, there were only 10 CLCs in the province, by July 2007, these centers had covered 100% of communes, wards and towns in the province. In recent years, on average, each year the centers have opened about 10,000 classes, attracting hundreds of thousands of people to participate in learning...
According to the assessment of the Provincial Association for Promotion of Education and relevant agencies, in addition to studying at the Community Learning Center, the movement of studying to reach the standard or above standard level of cadres, civil servants and public employees at formal educational institutions is increasingly expanding. Forms of studying via the internet, television, books and newspapers in libraries, bookcases... are also developing strongly. In many localities, one can see every household participating in studying, every person participating in studying. Many people and many families have realized that studying and lifelong learning are the "keys" to all success.
Currently, when the country is entering the "digital age", the entire Party, the entire people and the entire army are enthusiastically competing to implement the "Digital Literacy for All" (BDHVS) movement that has just been launched by the Central Steering Committee for Science, Technology, Innovation and Digital Transformation. The goal of this movement is to popularize digital knowledge so that all citizens can adapt to digital transformation as well as contribute to building a digital government, digital society, digital economy and digital citizens in the digital age. This is also considered a "lever" to create a breakthrough in popularizing digital knowledge to all classes of people. At the launching ceremony of the movement held at the end of March 2025, the head of the Government affirmed: “If we perceive science, technology, innovation and digital transformation as objective requirements, strategic choices and top priorities in the current revolutionary period, we cannot fail to mention digital society, digital nation and comprehensive digital citizenship; from there, we cannot fail to have the BDHVS movement”.
From that goal and meaning, as soon as it was launched, the Party Committee, government, and mass organizations in the province have implemented many practical and comprehensive actions from developing implementation plans to propaganda work; completing telecommunications - information technology infrastructure to serve people in accessing and using the internet and digital applications; building a network of "Digital Ambassadors", a "Digital Market" model; establishing a "Technology Workers' Group"... For example, the Provincial Youth Union has deployed to its affiliated units to coordinate with local authorities and related units to establish at least 1 BDHVS team suitable to the actual conditions of the locality and unit. The Provincial Women's Union has also implemented the policy of establishing BDHVS teams with women as the core; implementing the model of "Digital Family", "Each Woman - A Digital Identity"...
It can be seen that in the "digital age", BDHVS is the journey to enlighten people with the light of the times - the light of data, of the connection network, of smart technology. President Ho Chi Minh once said "An ignorant nation is a weak nation". That saying has become the truth of the times, guiding the entire Vietnamese nation to reach the pinnacle of culture and civilization. Looking back at the achievements from the BDHV movement to the movement to build a learning society, we can see that Uncle Ho's teachings still hold true when the BDHVS movement was born with a new mission of "Eliminating technological illiteracy", so that no one is left behind in the flow of digital technology.
