Soon, people will be able to register their vehicles through the VNeID app.

Circular 28/2024/TT-BCA amends and supplements several articles of Circular 24/2023/TT-BCA regulating the issuance and revocation of registration and license plates for motor vehicles.

Notably, the circular added that vehicle registration declarations can be made through the National Public Service Portal, the Ministry of Public Security's Public Service Portal (collectively referred to as public service portals), or the National Identification Application (in the case of initial vehicle registration using full-process online public services for domestically manufactured and assembled vehicles).

Therefore, Vietnamese citizens can register their vehicles for the first time using a full-process online public service for domestically manufactured and assembled vehicles; in this case, the vehicle owner declares the vehicle registration on the public service portal or on the National Identification Application.

Specifically, vehicle owners declare and submit documents and photos of the vehicle (taken from the front at a 45-degree angle, ensuring the vehicle's design is clearly visible) through the public service portal or the National Identification Application and must send the Factory Quality Inspection Certificate with a scratched copy of the engine and chassis numbers (provided by the vehicle manufacturer and stamped with a seal) to the vehicle registration authority upon receiving the results.

For Vietnamese citizens registering a vehicle for the first time using the online public service portal or the National Identification Application for domestically manufactured or assembled vehicles, the vehicle owner logs into the public service portal or the National Identification Application and accurately, completely, and truthfully declares all the information specified in the vehicle registration application form.

Vehicle owners do not need to bring their vehicles to the vehicle registration office; they can register to use the public postal service to receive their vehicle registration certificate and license plates. Upon receiving the vehicle registration certificate and license plates, the vehicle owner sends the Factory Quality Inspection Certificate (with a scratch-off copy of the engine and chassis numbers attached, and the manufacturer's seal affixed) to the vehicle registration office via the public postal service.

If the vehicle owner fails to submit the Factory Quality Inspection Certificate (with a scratched copy of the engine and chassis numbers affixed and stamped with the manufacturer's seal) or if the information provided on the scratched copy of the engine and chassis numbers does not match the information declared, the vehicle owner must bring the vehicle to the vehicle registration authority to have the engine and chassis numbers scratched and receive the vehicle registration results.

Authorities are inspecting the vehicle.

How do I register a license plate ?

Regarding vehicle license plate registration, according to Circular 28/2024/TT-BCA, vehicle owners can register their license plates through the public service portal or the National Identification Application.

The Public Service Portal and the National Identification Application will notify vehicle owners of issued license plates and provide instructions on paying vehicle registration fees via text message, email, or through the National Identification Application itself, allowing vehicle owners to pay using the payment utility integrated into the Public Service Portal and the National Identification Application.

After successful payment of the vehicle registration fee, the public service portal and the National Identification Application will notify the vehicle owner that the fee payment has been completed.

Vehicle registration officers receive, check, and correct initial vehicle registration data online throughout the entire process, from the public service portal and the National Identification Application to the vehicle registration and management system.

Simultaneously, there is no need to conduct physical vehicle inspections, verify engine and chassis numbers, or take photos of the vehicle as required by regulations on vehicle registration procedures; print the vehicle registration application form and vehicle registration certificate; submit the vehicle documents, registration certificate, vehicle registration book, and related documents to the competent authority for approval and signing; stamp the vehicle documents; digitally sign the vehicle registration certificate to return the vehicle registration results to the public service portal and the National Identification Application as prescribed. Return the vehicle registration certificate and license plate to the vehicle owner via public postal service.

The vehicle registration officer receives the Factory Quality Inspection Certificate (with a scratched copy of the engine and chassis numbers affixed and stamped with the manufacturer's seal) to check and compare it with the data on the vehicle registration and management system. They then sign to confirm the inspection and comparison on the scratched copy of the engine and chassis numbers for inclusion in the vehicle registration file; scan the scratched copy of the engine and chassis numbers (the copy affixed to the Factory Quality Inspection Certificate) and upload it to the vehicle registration and management system.

Registration and license plate issuance via the National Public Service Portal, the Ministry of Public Security's Public Service Portal, or the VNeID National Identification Application will begin on August 1st.
