II. CONDITIONS AND CRITERIA FOR REGISTRATION
1. General conditions and standards
People who meet the following conditions are eligible to apply for civil service recruitment:
a) Have 01 nationality, Vietnamese nationality, according to the provisions of the Law on Nationality;
b) Currently residing in Vietnam;
c) 18 years of age or older;
d) Have good political and moral qualities; have a clear background;
d) Healthy enough to perform the duties;
e) Other conditions as required by the job position applied for.
2. Conditions and standards according to the requirements of the recruitment position
a) Conditions and standards for diplomas and certificates for each job position applied for (Appendix 1 attached);
b) Have basic information technology skills; use foreign languages appropriate to the job position.
3. The following people are not allowed to register for civil service recruitment:
a) Loss or limited civil capacity; people with difficulty in cognition and behavior control;
b) Being prosecuted for criminal liability; serving or having completed serving a criminal sentence or decision of the Court but not having had the criminal record cleared; serving administrative measures at a compulsory drug rehabilitation facility or compulsory education facility.
III. APPLICATION FORM, RECRUITMENT FEE
1. Application form
a) Applicants for civil service recruitment must submit an Application Form according to the form (the form and instructions for filling out the form are in Appendix 2 attached) along with 02 4 x 6 photos, photocopies of graduation diplomas[1] with academic results (university, master's, doctorate), certificates suitable for the job position, certificates of priority (if any) and 03 stamped envelopes with full name, address, contact phone number; all in 01 file envelope. Applicants for civil service recruitment must fully declare the required contents in the Application Form up to the time of submitting the Form and are responsible for the accuracy of the contents declared in the Form.
Note :
- The application form must ensure full information according to regulations;
- Candidates register for 01 job position to be recruited.
In case the graduation certificate or transcript does not clearly state the graduation classification, additional documents must be provided to prove the applicant's academic performance according to the school's classification (school's classification evaluation table; regulations, rules, confirmation documents, school confirmation letters of good, excellent, etc.), along with a Vietnamese translation (diploma issued by a foreign training institution).
b) In case the candidate is a priority candidate in civil servant recruitment, it is necessary to submit photocopies of documents proving that he/she is a priority candidate, specifically:
- For Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, type B war invalids, children of martyrs, children of war invalids, children of sick soldiers, children of people enjoying policies like war invalids, children of type B war invalids, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes, submit the following documents:
+ Certificates of confirmation of “Hero of the Armed Forces”; “Hero of Labor”; “Certificate of family of martyr”; Card (war invalids, sick soldiers, etc.); “Decision on enjoying policies like war invalids”; “Decision on subsidy for resistance fighters infected with toxic chemicals”;
+ Certificate of eligibility for preferential treatment issued by the Department of Labor, War Invalids and Social Affairs at district level or higher.
- For military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of basic military branches who have been awarded the rank of reserve officer and have registered for the reserve officer rank, people who have completed their military service, service in the people's police, and youth volunteers: Submit a discharge decision or documents confirming completion of military service, service in the people's police...
- For ethnic minorities: Submit a birth certificate clearly stating the ethnic minority. If the birth certificate does not clearly state the ethnic group, submit the household registration book and citizen identification card.
- For union officials who have grown up from the grassroots level, in the workers' movement according to regulations of competent authorities: Submit certificates or decisions of competent authorities for proof.
2. Recruitment fee
Pursuant to Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Minister of Finance stipulating the collection rate, collection, payment, management and use of recruitment fees, examination fees for promotion and rank promotion of civil servants and public employees, the Ministry of Culture, Sports and Tourism will announce the collection rate and method of payment of recruitment fees when announcing the list of candidates eligible to take the exam. Candidates must pay the full recruitment fee within the announced deadline to be eligible to take the exam.
In case a candidate registers but does not participate in the exam, the Ministry of Culture, Sports and Tourism will not refund the application documents and recruitment fee.
IV. CONTENT, FORM OF RECRUITMENT, DETERMINATION OF SUCCESSFUL PEOPLE
1. Recruitment content and form
Candidates participating in the recruitment of civil servants of the Ministry of Culture, Sports and Tourism in 2025 will take part in an exam with 2 rounds, specifically as follows:
1.1 . Round 1: Conditional exam to test general knowledge and abilities
- Exam format: Multiple choice test on computer.
- Exam content: 60 questions assessing thinking ability, ability to apply knowledge into practice; general and basic understanding of candidates about the political system; state administrative management; rights and obligations of civil servants, public ethics; knowledge about society, culture, and history.
- Exam time: 60 minutes.
Candidates who answer 50% or more of the questions correctly will be allowed to participate in round 2.
1.2. Round 2: Professional exam
- Exam format: Written exam.
- Exam content: Test knowledge of the Party's guidelines and policies, laws on the recruitment industry and field; professional and technical capacity; public service performance skills of candidates according to the requirements of the job position to be recruited.
- Exam time: 180 minutes (not including time to copy questions).
- Written test score: 100 points.
2. Determine the successful candidate
2.1. Candidates who pass the civil service exam must meet the following requirements: the following conditions:
a) Have a professional exam score of 50 points or higher;
b) Those with higher professional exam scores plus priority points (if any) are selected in descending order of scores in the recruitment quota for each job position, including for jobs recruited jointly by many different civil service agencies.
2.2. In case there are 02 or more people with the same total score calculated according to the above regulations in the final quota, the determination of the successful candidate will be carried out as follows:
a) The person with higher professional exam scores;
b) In case the successful candidate has not been determined according to the provisions in Point a of this Clause, the head of the competent authority for recruiting civil servants shall decide on the successful candidate.
2.3. Those who fail the civil service exam will not have their exam results retained for future exams.
3. Priority subjects in civil servant recruitment
3.1. Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points added to the results of the professional exam;
3.2. Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of basic military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of type B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of the professional exam;
3.3. People who have completed their military service, public security service, or youth volunteer team members: 2.5 points will be added to their professional exam scores;
3.4. Union officials who have grown up from the grassroots level, in the workers' movement according to regulations of competent authorities: 1.5 points will be added to the professional exam results.
In case a civil servant candidate belongs to many priority categories according to regulations, only the highest priority points will be added to the professional exam results.
4. Time and place of the exam
4.1. Time: Expected in the third quarter of 2025
4.2. Location: In Hanoi
V. TIME AND PLACE TO RECEIVE DOCUMENTS
1. Time
Application period: 30 days, from August 1, 2025 to August 30, 2025 (during office hours on weekdays). Candidates can register to submit their application in person or send it by post. Applications submitted after the above deadline are not valid. Applications submitted by post will be counted according to the postmark.
2. Location
Ministry of Culture, Sports and Tourism (Department of Organization and Personnel), Room 202, Building A, No. 51 Ngo Quyen, Cua Nam Ward, Hanoi.
VI. FORM OF NOTIFICATION TO CANDIDATES
Candidates access the Ministry of Culture, Sports and Tourism's electronic information portal at https://www.bvhttdl.gov.vn and the Culture Newspaper to update information about the exam including:
- List of candidates eligible for the exam.
- Exam rules.
- Time and location of round 1 and round 2 exams.
- Exam results and admission results.
