University Admissions 2025: Will priority areas change after merging provinces and cities?

According to the Resolution of the Central Executive Committee on April 12, after the merger plan, from 63 provincial administrative units, Vietnam will have 34 units. Will this merger affect the priority areas in enrollment in 2025?

Dr. Vo Thanh Hai, Permanent Deputy Director of Duy Tan University, said that after the provinces and cities merged according to Resolution No. 60 of the Central Executive Committee, from 63 to 34 provinces and cities, the priority areas in enrollment up to this point will be implemented according to the regulations in the consolidated document of the Circular on University and College Admission Regulations for Preschool Education issued on April 2, 2025.

The consolidated documents include Circular 08 promulgating the Regulations on University and College Admissions for Preschool Education, effective from July 22, 2022, and Circular 06 amending and supplementing a number of articles of the Regulations on University and College Admissions for Preschool Education (Circular 08), effective from May 5, 2025.

In 2025, the priority areas in enrollment will basically still follow the regulations in Circular 08 promulgating the Regulations on University and College Admissions for Preschool Education.

Accordingly, the priority score applied to region 1 is 0.75 points, rural region 2 (KV2-NT) is 0.5 points, KV2 is 0.25 points; KV3 is not counted for priority points.

The admission area of ​​each candidate is determined according to the location of the school where the candidate studied the longest during high school (or college). If the study time (longest) in the areas is the same, it will be determined according to the area of ​​the school where the candidate studied last.

The following cases are entitled to regional priority based on permanent residence:

  • Students of ethnic boarding schools enjoy priority and preferential treatment from the State according to regulations.
  • Students who have permanent residence (during high school or college) for more than 18 months in communes in Region III and communes with especially difficult villages in ethnic and mountainous areas according to regulations of the Minister, Chairman of the Ethnic Committee and Prime Minister.

In addition, there are extremely disadvantaged communes in coastal and island areas; extremely disadvantaged communes, border communes, and safe zone communes in the investment area of ​​Program 135 (according to Decision No. 135 dated July 31, 1998 of the Prime Minister); extremely disadvantaged villages and communes in areas as prescribed by the Prime Minister if studying at high school (or intermediate) level at a location in a district, town, or city under the province with at least one of the communes in the extremely disadvantaged area.

  • Military personnel; officers, non-commissioned officers, and conscripts in the People's Public Security who are sent to participate in the recruitment, if they have been stationed for 18 months or more in a region, will enjoy priority according to that region or according to their permanent residence before enlistment, depending on which region has higher priority; if they have been stationed for 18 months or more in regions with different priority levels, they will enjoy priority according to the region with the longer period of stationing; if they have been stationed for less than 18 months, they will enjoy priority according to the region with the permanent residence before enlistment.

Candidates enjoy preferential policies according to regulations in the year of graduating from high school (or college) and the following year.

Dr. Vo Thanh Hai informed: "Currently, schools are waiting for the enrollment guidance document from the Ministry of Education and Training. Basically, this year's regional priority is still according to the above regulations, the same as previous years."

Dr. Tran Huu Duy, Head of Training Department of Dalat University, also said that up to this point, the priority areas in enrollment have not changed. If there are any changes, the Ministry of Education and Training will have specific announcements and instructions.
