In particular, since the beginning of this term, despite facing numerous difficulties due to the impact of the Covid-19 pandemic, the complex and unpredictable developments in the world and the region, and many new issues arising, the National Assembly, the Standing Committee of the National Assembly, and the Government have been proactive and flexible.
At the same time, it is necessary to tighten discipline and order, strengthen the prevention and fight against corruption and negative practices in the law-making process; absolutely prevent the occurrence of "policy corruption," the incorporation of "group interests," and the vested interests of state management agencies in legal documents.

Regarding oversight activities, the National Assembly conducted a thematic supreme oversight on "The mobilization, management, and use of resources for the prevention and control of the Covid-19 epidemic, and the implementation of policies and laws on primary healthcare and preventive medicine." The National Assembly also pointed out and requested the rectification of shortcomings, limitations, weaknesses, and deficiencies in the management and use of resources for epidemic prevention and control.
Expedite the preparation and submission to the National Assembly of amendments, supplements, or new laws on health insurance; pharmaceuticals; and infectious disease prevention and control. Resolve outstanding issues and obstacles in the management, use, and settlement of resources for COVID-19 prevention and control; and strengthen the capacity to provide primary healthcare and preventive healthcare services.
The National Assembly also spent two and a half days questioning members of the Government on four areas: Labor, War Invalids and Social Affairs; ethnic minorities; science and technology; and transportation. At this session, for the first time, the National Assembly discussed in the plenary session the report on the results of monitoring the resolution of voter petitions submitted to the 4th session and the summary report of opinions and recommendations from voters and the public submitted to the 5th session.
At the same time, the National Assembly passed a Resolution on the 2024 National Assembly Monitoring Program and resolutions establishing National Assembly monitoring delegations on two very important issues, including: the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies supporting the socio-economic recovery and development program and resolutions of the National Assembly on a number of important national projects; and the implementation of policies and laws on real estate market management and social housing development.
"The innovations, improvements, and significant results achieved in the National Assembly's oversight work in the past period further affirm that oversight is a central and crucial element in reforming and improving the quality and effectiveness of the National Assembly's operations," the Speaker of the National Assembly emphasized.

Regarding socio-economic issues, at this session, the National Assembly promptly made many important decisions such as continuing to reduce the value-added tax rate by 2% until the end of 2023 to stimulate demand and boost the domestic market; allowing the continued allocation of over 100,000 billion VND of the remaining medium-term public investment plan from the central government budget for the period 2021-2025…
To fundamentally address the shortcomings of mechanisms and policies, the National Assembly decided to assign the Government to lead the review of the system of legal documents, focusing on laws on bidding, auctions, planning, management and use of land, public assets, state budget, public finance, public-private partnerships, socialization of public services, investment, environment, construction, real estate business, banking, finance, financial autonomy, securities, bonds, enterprises, appraisal, valuation, etc.
Specifically identify unclear, contradictory, overlapping, flawed, inadequate regulations, and problematic issues in laws, decrees, circulars, and guiding documents; report the results of the review at the 6th session (October 2023).
The National Assembly has passed several specific policies for the development of Ho Chi Minh City.
Regarding personnel matters, the National Assembly considered and decided on personnel appointments for the positions of Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly, and Minister of Natural Resources and Environment for the 2021-2026 term, and approved the proposal to appoint a judge of the Supreme People's Court.
