(QBĐT) - Through inspection work, the Department of Construction discovered a number of violations in works and projects invested by the People's Committee of Ba Don Town in the period of 2019-2024.
Accordingly, the Department of Construction Inspectorate has selected and inspected 5 projects invested by the People's Committee of Ba Don Town with a total investment of 172.5 billion VND from the state budget (mainly the provincial budget - PV). These projects were assigned by the People's Committee of Ba Don Town to the Ba Don Town Land Fund Investment and Development Project Management Board (abbreviated as the Project Management Board) for direct management. Through the inspection, a number of errors and violations were discovered, mainly as follows:
Regarding the survey, preparation, appraisal, submission for appraisal, and approval of technical research reports and technical economic reports, it was discovered that: At the road construction investment project from Quang Tho ward to Gianh Port Border Station (Quang Phuc ward), the consulting unit prepared the design documents for construction drawings and estimates and calculated an excess of 565.3m3 of K95 roadbed fill.
For the project of the technical infrastructure system of the road at both ends of Con Nam bridge, Quang Minh commune (Ba Don town), the consulting unit prepared the design documents for construction drawings and estimated the excess work of transporting C2 soil to the disposal site, an average distance of 6.6km with a volume of 306.86m3 .

Reinforced concrete bridge project (RCB) and roads at both ends of the bridge from Quang Loc commune to the center of the southern communes: The consulting unit that prepared the October 2019 estimate and adjusted estimate (July 2020, June 2021) did not have the title of the person in charge as prescribed; the design documents for construction drawings and estimates prepared in October 2019 incorrectly calculated the volume of some work, increasing the estimated value by VND 366.21 million.
Regarding the selection of construction contractors, some notable shortcomings were discovered at the reinforced concrete bridge project and the road at both ends of the bridge from Quang Loc commune to the center of the southern communes: The estimate established the name of 01 work item and applied the norm of 01 code that was incorrect compared to the construction design drawing, increasing the construction package price by 121.66 million VND. Next, the process of organizing the selection of contractors from preparing the bidding documents to negotiating and finalizing the contract, the Project Management Board and the winning contractor were not strict, leading to the signing of the construction contract with the work item "Installing L=12m girder using girder crane" that was incorrect compared to the approved construction design drawing as mentioned above.
Regarding construction and construction supervision, the inspection discovered: The reinforced concrete bridge project and the road at both ends of the bridge from Quang Loc commune to the center of the southern communes: The Project Management Board, the construction unit and the supervision consultant accepted excess volume of some works, leading to the settlement of the construction contract not in accordance with regulations with a total value of 487.87 million VND...

From the above inspection results, the Department of Construction has determined the specific responsibilities of the investor, the Project Management Board, the design consultants, supervisors, and construction units; and has handled according to its authority: Administratively sanctioning Quang Binh Traffic Construction Consulting Joint Stock Company with a fine of 40 million VND for the act of "Incorrectly calculating the volume, making an estimate with a volume that is not in accordance with the volume calculated from the design drawings at the reinforced concrete bridge project and the road at both ends of the bridge from Quang Loc commune to the center of the communes in the Southern region". Recovering the amount of 487.87 million VND (pre-tax value) at the People's Committee of Ba Don town due to shortcomings in the design of construction drawings - estimates, selection of construction contractors, acceptance, and settlement of construction contracts at the reinforced concrete bridge project and the road at both ends of the bridge from Quang Loc commune to the center of the communes in the Southern region.
The Inspectorate of the Department of Construction has recommended that the People's Committee of Ba Don Town review and draw lessons from the shortcomings that have been pointed out and concluded; take responsibility for transferring the recovered amount (VND 487.87 million) to the temporary account of the Inspectorate of the Department of Construction on time; direct the Project Management Board to review the responsibilities of collectives and individuals related to the shortcomings and problems in construction activities at the inspected works; strengthen the direction and inspection of the Project Management Board in performing assigned tasks; promptly make corrections during the organization and implementation of construction activities of works and projects, not to repeat the above shortcomings when implementing new works and projects.
For the Project Management Board: Organize a review of the responsibilities of collectives and individuals related to shortcomings and problems in construction activities at works and projects; strengthen the management of construction costs in the stages of preparing design documents, construction drawings and estimates, bidding, managing the volume of stage acceptance and the volume of completed acceptance for works and projects, avoiding the occurrence of errors as mentioned above...
